This study aims to examine the roles and institutional position that self-sufficiency organizations can undertake within the integrated care system, focusing on the Care Integration Support Act, which is scheduled to take effect in 2026. To this end, Ostrom’s Institutional Analysis and Development (IAD) framework was applied to review the legal and institutional foundations as well as the major provisions of the Act. The results are as follows. First, self-sufficiency organizations have secured a legal status as integrated care support agencies, thereby establishing a basis for their participation as official providers in the community care delivery system. Second, they have obtained an institutional foundation to participate as statutory stakeholders in the policy formation process through the establishment of regional integrated care plans. Third, they are positioned to strengthen their role as integrated care providers by engaging in the identification of care blind spots, emergency care responses, and linkage to daily living support. Fourth, their functions are expanding to include case managers, care coordinators, and integrated service coordinators, with potential institutionalization as intermediary support or platform organizations through cooperation or delegated management with local government agencies. Fifth, provisions on professional workforce training and cost support create policy opportunities for the generation of new community care jobs and the training of field-oriented practitioners. The significance of this study lies in demonstrating the potential for self-sufficiency organizations to move beyond their traditional role as employment support providers and to transform into key actors in the community-based integrated care delivery system.

본 연구는 2026년 시행 예정인 돌봄통합지원법을 중심으로, 자활조직이 통합돌봄 체계 속에서 수행할 수 있는 역할과 제도적 위치를 규명하는데 목적이 있다. 이를 위해 Ostrom의 IAD 분석틀을 적용하여 돌봄통합지원법의 법적‧제도적 근거와 주요 조항을 검토하였다. 연구 결과, 첫째, 자활조직은 돌봄통합지원 관련 기관 으로서 법적 지위를 확보하여 지역사회 돌봄 전달체계의 공식 수행 주체로 참여할 수 있는 근거를 갖추고 있다. 둘째, 지역돌봄통합계획 수립 과정에서 법정 이해 관계자로서 정책 형성과정에 참여할 수 있는 제도적 기반을 확보하였다. 셋째, 돌봄 사각지대 발굴 및 응급 돌봄 대응, 일상생활 지원 연계 등을 통해 통합돌봄의 공급 주체로 위상을 강화할 수 있음을 확인하였다. 넷째, 사례관리자, 케어 코디네이터, 통합서비스 조정자 등으로 기능이 확장되며, 지방자치단체의 전담조직과 협력·위탁 운영을 통해 중간지원조직으로 제도화될 가능성을 보여주었다. 다섯째, 전문 인력 양성 및 비용지원 규정을 통해 생활 돌봄 일자리 창출과 현장형 인력 양성의 정책적 기회를 확보하였다. 본 연구는 자활조직이 단순한 고용지원 주체를 넘어 지역 돌봄 전달체계의 핵심 행위자로 전환될 수 있는 가능성을 제시했다는 점에서 의의가 있다.
