The government has implemented various support policies and systems so that North Korean defectors, called 'unification that came first', can become confident members of our society. In particular, this study attempted to analyze how the government's policies and systems related to career and employment support for North Korean defectors, which began in earnest with the enactment of the "Act on the Protection and Settlement Support of North Korean defectors" in 1997, have changed over time. As a research method, brochures, reports, policy references, and articles published by the government or published by the media were collected and analyzed. As a result, it was found that the government's related policies and systems have changed four times from 1997 to the present. From 1997 to 2004, the period of systematization of policies and systems, and from protection-oriented to self-reliance and self-reliance-reliance-centered transition from 2005 to 2009, and the period of advancement of policy and systems from 2010 to 2016, and the period of change from self-reliance and self-reliance to social integration from 2017 to the present. Through these research results, it can be seen that the government's career and employment support policies and systems for North Korean defectors have been continuously improved and developed customized to reflect the characteristics of individual North Korean defectors. However, consistency issues of policies and systems, the absence of a professional vocational training institution for North Korean defectors only, excessive direct government intervention and cash support, concentration the role of the Ministry of Unification and the lack of the role of related ministries were cited as insufficient.

‘먼저 온 통일’로 불리는 북한이탈주민이 우리 사회의 당당한 구성원으로 자리잡 을 수 있도록 정부는 다양한 지원정책과 제도를 시행해왔다. 특히, 1997년「북한이탈 주민 보호 및 정착지원에 관한 법률」제정을 계기로 본격화한 북한이탈주민 진로 및 취업지원 관련 정부의 정책과 제도에 대해 본 연구는 시계열적으로 어떻게 변화 되어 왔는지 분석하고자 하였다. 이를 위하여 정부에서 발표하거나 발간한 책자, 보 고서, 정책참고자료, 그리고 언론기사 등을 수집하고 분석하였다. 그 결과, 정부의 관 련 정책과 제도는 1997년부터 현재까지 네 번에 걸쳐 변화가 있었음을 알 수 있었 다. 1997년부터 2004년까지 정책 및 제도 체계화 시기, 2005년부터 2009년까지 보호 위주에서 자립·자활중심 전환 시기, 2010년부터 2016년까지 정책 및 제도 시스템의 고도화 시기, 마지막으로 2017년부터 현재까지 자립·자활 중심에서 사회통합 중심으 로의 변화기로 나눌 수 있었다. 이러한 연구결과를 통해 정부의 북한이탈주민 진로 및 취업지원 정책과 제도는 끊임없이 개선을 도모하고 북한이탈주민 개개인의 특성 을 반영한 맞춤형으로 발전하였음을 알 수 있었다. 다만, 정책과 제도의 일관성 문 제, 북한이탈주민 전용 전문직업훈련기관 부재, 정부의 과도한 직접적 개입과 현금성 지원, 통일부 역할 집중 및 유관부처 역할분담 등은 미흡한 점으로 확인되었다.
