Purpose : This study analyzes the U.S. laws to foster Shipbuilding and Shipping Industries and also reviews the Impact on the Global Industries. Research design, data, methodology : The paper uses literature review of the U.S. laws on Shipbuilding and Shipping Industries, and analyzes the Impact on the Global Industry. Results : The result suggests a strategic policy direction for South Korea to effectively respond to the evolving U.S. regulatory environment. Conclusions : The U.S. laws for fostering Shipbuilding and Shipping Industries brings a profound influence on the global maritime sector, including Korea’s shipbuilding and shipping industries. Korea needs to effectively respond to the evolving U.S. regulatory environment.

미국은 자국의 조선·해운 산업 보호 및 육성을 위한 다양한 법과 제도를 시행해오고 있으며, 이는 글로벌 조선·해운 산업에 많은 영향을 미치고 있다. 미국의 대표적인 조선·해운 산업 강 화법으로는 미국 내 화물 수송을 미국 국적 선박으로 제한하는 존스법(Jones Act)과 해운산업 의 공정성 확보와 경쟁 규제를 목표하는 외항해운개혁법(OSRA)이 있으며, 지원제도로는 연방 조선금융 프로그램, 항만 인프라 개선 프로그램, 소규모 조선소 지원 프로그램 등이 있다. 최근 에는 SHIPS for America Act(미국의 번영과 안보를 위한 조선업과 항만시설법)가 발의되었고, 다양한 조선업 지원 정책도 논의되고 있다. 조선·해운 산업은 글로벌 무역의 핵심 기반 산업으로, 각국의 경제 및 산업정책에 따라 크게 영향을 받는다. 본 연구는 미국의 조선·해운 산업 지원 법인 존스법(Jones Act)과 외항해운개혁 법(OSRA), 2021년의 행정명령(Executive Order 14008, Executive Order 14017)의 의의와 특징을 살펴보고, 글로벌 조선·해운 산업과 한국 조선·해운 산업에 대한 영향을 분석한다. 특히, 미국 정책이 선박 건조 및 운항 비용, 글로벌 해운사 및 조선소의 전략 변화, 국제 통상규범에 미치 는 영향을 분석함으로써, 한국 조선·해운 산업의 적절한 대응책을 제시하고자 하였다.
