Purpose : The purpose of this study is to identify the structural causes of the financial deficit problem that is continuously accumulating by public enterprises in Korea and to suggest practical alternatives to solve it. Research design, data, methodology : This study analyzed the profit structure of domestic public railway corporations and compared and reviewed infrastructure investment cases of foreign public railway corporations. Results : In Japan, more than 30% of profits were generated from subsidiary projects through management diversification strategies such as home sales and the opening of entertainment facilities near the route, and Hong Kong public railroad secured profits from the increase in infrastructure value by directly participating in the development of station areas with active government support. In Singapore, not only public railroads but also buses, taxis, and real estate subsidiaries were comprehensively operated to establish a stable profit structure. Conclusions : It is considered desirable to realize transportation fares, rational adjust welfare policies, and diversify incidental profits through overseas infrastructure investment cases to resolve the financial deficit of domestic public rail companies.

본 연구는 국내 도시철도 공기업이 지속적으로 누적되고 있는 금융 적자 문제의 구조적 원인 을 규명하고, 이를 해소하기 위한 실질적 대안을 제시하는 것을 목적으로 한다. 이를 위해 국내 도시철도 공기업의 수익구조를 분석하고, 해외 도시철도 인프라 투자 사례를 비교, 검토하였다. 일본의 경우는 노선 인근의 주택 판매나 오락 시설 개업 등의 경영 다각화 전략을 통하여 30%가 넘는 수익을 부대사업에서 창출하고 있는 것으로 나타났으며, 홍콩 도시 철도는 정부의 적극적인 지원 아래 역세권 개발에 직접 참여함으로써 인프라 가치 상승에 따 른 수익을 확보하였다. 싱가폴의 경우는 도시철도뿐만 아니라 버스와 택시 및 부동산 자회사 등을 종합적으로 운영하여 안정적인 수익 구조를 구축하였다. 이러한 사례를 통해 국내 도시 철도 공기업의 금융적자를 해소하기 위한 방안으로는 교통운임의 현실화, 복지정책의 합리적 조정, 해외 인프라 투자 사례를 통한 부대수익의 다각화가 상호 보완적으로 추진하는 것이 바 람직한 방향이라 판단된다. 결론적으로 해외 사례를 벤치마킹한 복합적이고 통합적인 접근이 국내 도시철도 공기업의 지속가능한 운영을 위한 핵심 방향임을 제안한다.
