This study critically examines the traditional dichotomy that separates ministry and administration, and presents theoretical and practical foundations for integrating the two domains within the framework of pastoral planning. It defines pastoral planning as a cyclical management system that links a church’s vision and mission to its strategies, organizational structure, budgeting, and evaluation processes, emphasizing that pastoral planning is essential for ensuring the executability and sustainability of ministerial vision. Drawing upon the “core components” model from general organizational and planning theories, this study analyzes the pastor, church organization, and external environment through SWOT analysis, and proposes contextually adaptive strategies based on factors such as church size, history, composition, and regional context. Furthermore, it structures the subjects of planningpastor, planning committee, and congregation-into a participatory and consensus-oriented decision-making process. The significance of this study lies in conceptualizing pastoral planning as a holistic framework that bridges theology and administration, and in concretizing it into an operational model applicable to ministry practice. This integrative approach aims to help Korean churches maintain their theological identity while adapting to social and cultural changes, thereby becoming resilient and mission-driven organizations.

본 연구는 목회와 행정을 이분법적으로 분리해 온 관행을 비판적으로 검토하고, 두 영역을 목회 계획이라는 실행 프레임 속에서 통합적으 로 이해·운용할 이론적·실천적 근거를 제시한다. 먼저, 목회 계획을 교회의 비전과 사명을 전략·조직·예산·평가로 연결하는 순환적 관 리 체계로 규정하였다, 목회 계획은 목회적 비전이 실행력과 지속가능 성을 갖추기 위한 조건이다. 일반 기획 이론의‘핵심 구성 요소’틀을 도입하여 목회자·교회 조직·외부 환경을 SWOT 분석으로 진단하여 교회 규모·역사·구성·지역 맥락에 따른 상황 적응적 전략을 제안하 였다. 또한, 계획 수립의 주체를 목회자·기획위원회·회중으로 구조 화하여 상향식 참여와 합의형 의사결정의 필요를 논증하였다. 본 연구 의 의의는 목회 계획을 신학과 행정을 매개하는 통전적 개념으로 정식 화하고, 현장 적용이 가능한 운영 모델로 구체화하여 한국 교회가 신학 적 정체성을 유지하면서도 시대적 변화에 대응하는 탄력적 조직으로 성장하도록 돕는 데 있다.
