This study evaluates the causal impact of Korea’s Regulatory Free Special Zone (RFSZ) financial support program on firm-level performance by applying an integrated Propensity Score Matching (PSM) Difference-in-Differences (DID) analytical framework. Using comprehensive firm-level panel data spanning ten industries from 2018 to 2022, the analysis addresses a key empirical gap in the evaluation of place-based industrial policy. The RFSZ initiative represents a major policy experiment in regulatory innovation and regional development, involving substantial government investment, thereby necessitating rigorous impact assessment. The results indicate that participating firms experienced significant improvements in employment, suggesting that the program successfully stimulated labor demand and facilitated workforce expansion. Moreover, the program exerted positive effects on sales and asset growth, reflecting enhanced market competitiveness and growth potential among treated firms. In contrast, profitability outcomes measured by operating profit, net income, operating margin, and net return on sales were generally statistically insignificant, except for a modest effect on net income. These findings imply that while the program has contributed to short-term job creation and sales expansion, longer observation horizons may be required to detect profitability gains, particularly in capital-intensive sectors. Furthermore, this study demonstrates that combining PSM and DID enhances the credibility of causal inference in policy evaluation. Overall, the results offer a balanced assessment of the RFSZ program’s achievements and limitations, while providing a reproducible methodological framework applicable to similar regional innovation policy evaluations.

본 연구는 규제자유특구(RFSZ) 재정지원사업이 기업 수준의 성과에 미치는 인과적 효과를 통합 성향점수매칭(Propensity Score Matching, PSM) 이중차분법(Difference-in-Differences, DID) 분석틀을 적용하여 평가하였다. 2018년부터 2022년까지 10개 산업에 걸친 포괄적인 기업 패널 데이터를 활용함으로써, 지역기반 산업정책 평가의 주요 실증적 공백을 보완하고자 하였다. 규제자유특구 사업은 상당한 정부 투자가 수 반되는 규제혁신 및 지역발전의 중대한 정책 실험으로, 엄밀한 효과 검증이 필수적이다. 분석 결과, 지원기업은 고용 측면에서 유의미한 개선을 경험하였으며, 이는 사업이 고용수요를 자극하고 인력 확충을 지원하는 효과가 있었음을 시사한다. 매출과 자산규모의 증가율 상승에도 유효한 영향을 미치는 것으로 나타나 참여기업의 시장 경쟁력과 성장잠재력이 강화되었음을 나타낸다. 다만, 수익성에 미치는 영향은 통계적으로 유효 하지 않은 것으로 나타났다. 영업이익과 당기순이익, 영업이익률 및 매출액 순이익률 등 4개의 지표 중 당기순이익을 제외한 모든 지표에서 통 계적으로 유의하지 않은 영향을 미치는 것으로 분석되었다. 이러한 결과는 본 사업이 단기적으로는 일자리 창출과 매출 증대에 기여하였으나, 특히 자본 집약적 산업의 경우 수익성 개선 효과를 확인하기 위해서는 보다 장기적인 관찰이 필요함을 시사한다. 나아가 본 연구는 정책평가에 서 PSM과 DID를 결합한 분석 접근법이 인과추론의 신뢰성을 높이는 데 기여할 수 있음을 보여준다. 본 연구의 결과는 규제자유특구 사업의 성 과와 한계를 균형 있게 제시함과 동시에, 유사한 지역혁신정책 평가에 적용 가능한 재현성 높은 방법론적 틀을 제공한다.
