Aging population is growing rapidly in Korea. The rapid growth of aging population will cause many problems in Korea society. The government is designing the long-term care insurance system in order to solve the problems of aging population. This bill, prior to getting down to execution, has a concern of non-professionalism in the care-work field. In case of Japan and Germany, long-term care insurance system is being also carried out to overcome problems of aging population and their care-work fields are supported by professionals. However, long term care insurance system Korea prepares is far from professionalism in the field. Thus, this paper emphasizes the professionalism of the field that is directly related to the quality of the senior's life and suggests classification of the grade for care workers and systematic care work. At this time, the old people can be free from anxiety about their life.

한국사회의 인구고령화는 빠르게 진행되고 있다. 빠르게 진행되는 인구고령화는 한국사회에 많은 문제를 가져올 것이다. 한국사회가 인구고령화에 대한 문제점을 극복하고자 노인수발보험제도를 마련하고 있다. 본격적 실시를 앞 둔 노인수발보험제도가 우려되는 것이 수발현장의 비전문성이다. 일본과 독일은 인구고령화 문제를 극복하고자 장기요양보험제도(longterm-care insurance system)를 실시하고 있다. 두 나라의 수발현장은 전문가에 의한 전문성의 현장이다. 수발현장의 전문성은 노인의 삶의 질과 직결된다. 그런데 한국사회에서 준비하는 노인수발보험제도는 수발현장의 전문성과 거리가 멀다. 이에 본 논문은 수발현장의 전문성 강화를 강조했다. 수발현장의 전문성 강화를 위해 수발요원(carewoker)의 등급을 구분하여 보다 더 체계적인 수발을 이루어야 할 것을 제안했다. 이로서 노인의 생활불안을 종식시킬 수 있을 것이다.
