This study examined the current status and limitations of the state-developed teacher's guide development system for elementary physical education for students with visual impairments and explored avenues for improvement. Using a convergent parallel mixed-methods design, we recruited nine participants—development team members, authors, and content reviewers—who had been involved in developing the teacher's guide aligned with the 2022 Revised Special Education Curriculum. Quantitative data were collected via a structured questionnaire, and qualitative data via semi-structured interviews. Descriptive analyses (frequencies and percentages) indicated that the system is perceived as structurally organized yet operating at an overall "moderate" level. Qualitative thematic analysis revealed four key limitations: (a) structural constraints in the development process with limited teacher participation, (b) superficial curriculum alignment lacking specificity for students with visual impairments, (c) limited practical support for immediate classroom application, and (d) insufficient consideration of diverse school contexts and individual student needs. While the curriculum's aims and characteristics of students with visual impairments are partially reflected, respondents noted insufficient specificity at the level of classroom application. The teacher-support functions were viewed as useful reference resources, but their immediate practicality for classroom implementation requires strengthening. Across data sources, participants consistently called for substantive involvement of in-service teachers in the development process and for the incorporation of multisensory materials (e.g., tactile and auditory resources). They also emphasized the need for differentiated, step-by-step instructional strategies and an ongoing revision system. These findings suggest that the state-developed teacher's guide should evolve from a general reference into a practical, classroom-ready instructional tool that maintains curriculum standards while enhancing field-based applicability. Accordingly, the study recommends (a) holistic curriculum integration with detailed implementation guidelines, (b) a participatory development process involving classroom teachers, (c) development of multisensory instructional materials and resources, and (d) establishment of a continuous revision and feedback system. The study provides foundational evidence to support the learning rights and educational equity of students with visual impairments in physical education.

본 연구는 시각장애 학생을 위한 초등학교 체육과 국정 교사용 지도서 개발 체계의 현황과 한계를 분석하고, 개 선 방안을 탐색하는 것을 목적으로 수행되었다. 이를 위해 2022 개정 특수교육 교육과정에 따른 체육(시각장애) 교사용 지도서 개발에 참여한 집필·연구·검토진 9명을 대상으로 수렴형 혼합연구 설계(convergent mixed methods design)를 적용하였다. 양적 자료는 설문조사를 통해 수집하였고, 질적 자료는 반구조화 심층 면담을 통해 확보하였다. 연구 결과, 현행 체육과 국정 교사용 지도서 개발 체계는 일정한 구조를 갖추고 있으며 전반적 으로 ‘보통’ 수준의 운영으로 인식되었다. 교육과정의 목표와 시각장애 학생의 특성이 일정 부분 반영되고 있으 나, 세부 적용 단계에서 구체성이 다소 부족하다는 의견이 제시되었다. 또한 교수·학습 지원 기능은 참고 자료로 서 의미가 있으나, 현장 적용의 실용성은 강화될 필요가 있는 것으로 나타났다. 한편, 향후 국정 교사용 지도서 개발에서는 현장 교사의 실질적 참여 확대와 촉각·청각 등 다감각적 자료의 보완이 필요하다는 공통된 요구가 확인되었다. 이러한 결과는 국정 교사용 지도서가 단순한 참고 자료를 넘어 교육과정의 취지를 유지하면서도 현 장 중심의 실용성을 강화하는 방향으로 발전해야 함을 시사한다. 따라서 본 연구는 향후 국정 교사용 지도서 개 발 체계 개선을 위해 교육과정의 전인적 구성, 개발 과정의 참여성 강화, 교수·학습 지원 및 현장 적합성 제고를 핵심 방향으로 제언하였다. 본 연구는 시각장애 학생의 체육 학습권 보장과 교육적 형평성 실현을 위한 기초자 료를 제공한다는 점에서 학문적·실천적 의의를 가진다.
