This study empirically examines the impact of social insurance on the globalization of start-ups. While prior research has mainly focused on economic and institutional determinants of entrepreneurship and globalization, few studies have investigated the dual and contrasting effects of social insurance on these processes. This study highlights the possibility that social insurance may discourage entrepreneurship while promoting globalization. Using data from the Global Entrepreneurship Monitor (GEM) and the OECD, we analyzed 161,937 individual-level responses from 26 countries between 2017 and 2019. Logistic regression was used to examine entrepreneurial activity, and OLS regression was applied to analyze globalization outcomes. The results indicate that social insurance negatively affects entrepreneurship but positively and significantly influences the globalization of startups. These findings suggest that although social insurance may increase opportunity costs and act as a barrier to entry in the early stages, it can mitigate risks and provide institutional stability during global expansion. By systematically validating the dual effects of social insurance, this study underscores the need for policy designs that integrate entrepreneurship and globalization and calls for stage-specific institutional approaches with both academic and policy implications.

본 연구는 사회보험이 창업기업의 글로벌화에 미치는 영향을 실증적으로 분석하였다. 기 존 연구들은 창업과 글로벌화의 결정 요인을 주로 경제적·제도적 측면에서 논의해 왔으나, 사회보험이 이 두 과정에 미치는 상반된 영향에 대한 실증 연구는 부족하였다. 이에 본 연 구는 사회보험이 창업에는 억제적, 글로벌화에는 촉진적으로 작용할 수 있다는 이중효과 가 능성에 주목하였다. 글로벌 기업가정신 모니터(GEM)와 OECD 데이터를 활용하고, 2017년 부터 2019년까지 26개국 161,937개 응답을 바탕으로 창업에 대한 로지스틱 회귀분석과 글 로벌화에 대한 OLS 회귀분석을 수행하였다. 분석 결과, 사회보험은 창업에는 부정적, 글로 벌화에는 유의미한 긍정적 영향을 미치는 것으로 나타났다. 이는 사회보험이 창업 초기에는 기회비용을 높여 진입 장벽으로 작용하나, 이후 글로벌 진출 과정에서는 리스크를 완화하고 제도 안정성을 제공함으로써 긍정적 요인으로 기능함을 시사한다. 본 연구는 사회보험의 이 중효과를 검증함으로써 창업과 글로벌화를 함께 고려한 정책 설계의 필요성을 제기하며, 이 에 대한 학문적 및 정책적 함의를 제공한다.
