This study aims to analyze the multifaceted factors contributing to recidivism among female inmates and to explore effective vocational education support measures that can facilitate successful reintegration into society and reduce repeat offenses. Recidivism among female offenders stems from complex social and psychological vulnerabilities such as low educational attainment, economic instability, dysfunctional family structures, and experiences of violence—factors that underscore the structural nature of female criminality beyond individual deviance. In particular, the absence of stable income sources after release, lack of social support, psychological instability, and societal stigma and discrimination are identified as key drivers of recidivism. Currently, vocational education for female inmates in Korea faces significant limitations in addressing these multifaceted risk factors. Compared to male inmates, female prisoners have limited access to education, and existing programs are often restricted to traditional and low-demand occupations, failing to reflect the rapidly evolving labor market. Furthermore, insufficient hands-on training, weak linkage to certification acquisition, lack of dedicated organizational support, and the absence of gender-sensitive policies diminish the effectiveness of these educational efforts. This study proposes several strategies to enhance the effectiveness of vocational education for female inmates. First, demand-based, customized curricula should be developed to reflect both individual needs and local industry demands, expanding training into future-oriented fields such as ICT and social services, while strengthening practical training and certification support. Second, collaboration with private organizations and local communities must be reinforced to utilize external expertise, facilitate employment matching, and promote public awareness. Third, a comprehensive post-release support system should be established, integrating job placement services, retraining, psychological counseling, housing, and livelihood support, along with ongoing monitoring to ensure employment retention and continuous program improvement. Lastly, institutional reforms are necessary, including the establishment of dedicated vocational training units for female inmates, gender-sensitive budgeting and program design, and gender awareness training for correctional staff. This study emphasizes that vocational education for female inmates must evolve into an integrated and gender-responsive resocialization system that goes beyond mere skill training. Such efforts will not only enhance the quality of life for female inmates but also contribute to lowering recidivism rates and improving overall societal safety. Furthermore, strengthening vocational education for female inmates enhances equity within correctional facility education and, in the long term, generates positive spillover effects by reducing social costs and fostering sustainable community reintegration. Therefore, this study suggests that the improvement of vocational education for female inmates should not be regarded merely as a correctional policy, but as a necessary initiative from the perspectives of social integration and the realization of justice

이 연구는 여성 재소자의 재범 요인을 다각적으로 분석하고, 이를 바탕으로 직업교육 지원 방안을 모색하여 성공적인 재사회화와 재범 방지에 기여하고자 한 다. 여성 재소자의 재범은 낮은 교육 수준, 경제적 불안정, 불완전한 가족 구조, 폭력 경험 등 복합적인 사회적·심리적 취약성에서 비롯되며, 이는 개인의 일탈을 넘어선 구조적 문제임을 지적한다. 특히 출소 후 안정적인 소득원 부재, 사회적 지지 단절, 심리적 불안정, 그리고 사회적 낙인과 차별은 재범을 유발하는 핵심 요인으로 작용한다. 현재 국내 여성 재소자 직업교육은 이러한 복합적 재범 요인을 효과적으로 해 결하지 못하는 한계를 지닌다. 남성 수용자에 비해 교육 기회가 제한적이며, 전 통적이고 협소한 직종에 편중된 교육과정은 급변하는 노동시장의 수요를 반영하지 못한다. 또한, 실습 부족, 자격증 취득 연계 미흡 등으로 교육의 실효성이 낮 고, 전담 조직 부재 및 성인지적 정책 미흡 등의 제도적·운영상 문제점도 심각하 다. 이에 본 연구는 여성 재소자 직업교육의 실효성을 높이기 위한 다각적인 활성 화 방안을 제언한다. 첫째, 재소자 개인의 특성과 지역 산업 수요를 반영한 수요 기반 맞춤형 교육과정 개발을 통해 ICT, 사회서비스 등 미래 유망 분야로 교육 스펙트럼을 확장하고 실습 및 자격증 취득 연계를 강화해야 한다. 둘째, 민간 기 관 및 지역사회와의 연계를 강화하여 외부 전문 기관의 활용을 확대하고, 지역 기반의 취업 매칭 및 인식 개선 노력을 병행해야 한다. 셋째, 출소 이후 포괄적 인 연계 및 사후관리 체계를 구축하여 취업 알선, 재교육, 심리 상담, 주거·생계 지원을 통합적으로 제공하고, 고용 유지 모니터링을 통한 프로그램의 지속적인 개선이 필요하다. 마지막으로, 여성 재소자 직업교육 전담 조직 지정, 성인지적 예산 및 사업 설계, 그리고 교정 공무원의 젠더 감수성 강화 교육을 포함하는 제 도 개선 및 정책적 뒷받침이 이루어져야 한다. 본 연구는 여성 재소자 직업교육이 단순한 훈련을 넘어, 이들의 회복과 자립을 위한 통합적이고 성인지적인 재사회화 시스템으로 발전해야 함을 강조한다. 이러 한 노력은 여성 재소자 개인의 삶의 질 향상뿐 아니라, 궁극적으로는 우리 사회 의 재범률 감소와 안전 증진에 기여할 것이다. 나아가 여성 재소자 직업교육의 강화는 교정시설 내 교육의 형평성을 제고하고, 장기적으로는 사회적 비용 절감 과 지속가능한 지역사회 통합에 기여하는 긍정적 파급효과를 창출할 수 있다. 따 라서 본 연구는 여성 재소자 직업교육의 개선이 단순한 교정정책의 차원이 아니 라 사회적 통합과 정의 실현의 관점에서 반드시 추진되어야 함을 시사한다.
