The aviation sector, with its openness and international interconnectedness, has long been a primary target of terrorism, and incidents occurring at airports not only cause human and material losses but also undermine national reputation and international trust. Nevertheless, empirical research on the counter-terrorism response capabilities of aviation security personnel remains limited. To address this gap, the present study categorizes counter-terrorism activities into proactive measures of prevention and preparedness and reactive measures of response and recovery, and examines whether factors highlighted in prior studies operate consistently across these phases. The analysis indicates that, in the proactive phase, terrorism awareness, physical security measures, organizational capacity, and inter-agency collaboration are significant determinants, while in the reactive phase, training, organizational capacity, and inter-agency collaboration emerge as the most influential factors. In particular, training demonstrates the highest explanatory power in the reactive phase, underscoring its essential role in enhancing personnel readiness during actual incidents. These findings highlight the necessity of phase-specific crisis management manuals tailored to the operational characteristics of aviation security personnel, together with systematic training programs and strengthened inter-agency coordination to reinforce counter-terrorism response capabilities.

항공 분야는 개방성과 국제적 연결성으로 인해 테러리즘의 주요 표적이 되어 왔으며, 공항에서 발생하는 테러는 단순한 인명･재산 피해를 넘어 국가 이미지와 국제적 신뢰를 심각하게 훼손함으로써 국가안보와 항공산업 전반에 큰 영향을 미친다. 그럼에도 불구하고 항공보안 종사자의 대테러 대응역량에 대한 실증적 연구는 부족하여, 기존 연구가 제도･정 책적 논의에 치중한 반면 실제 현장에서 요구되는 역량 요인과 단계별 차이를 검증한 사례 는 드물었다. 이에 본 연구는 항공보안 종사자의 대테러 활동을 예방･대비의 사전활동과 대응･복구의 사후활동으로 구분하고, 각 단계별 영향 요인을 실증적으로 분석하였다. 그 결과 사전활동에서는 테러리즘 인식, 물리적 보안, 조직역량, 유관기관 협력이, 사후활동에 서는 교육훈련, 조직역량, 유관기관 협력이 주요 요인으로 확인되었으며, 특히 교육훈련은 사후활동에서 가장 높은 설명력을 보여 실제 대응역량 강화에 핵심적 역할을 수행하는 것 으로 나타났다. 이러한 분석은 항공보안 현장의 특수성을 반영한 단계별 위기관리 매뉴얼 마련과 함께, 체계적 교육･훈련의 정례화와 유관기관 협력체계의 제도적 강화가 종사자의 대응역량 제고와 국가 항공보안체계의 신뢰성 확보에 필수적임을 시사한다.
