The domestic security system for media video content focuses on digital security to protect against illegal distribution. This study examined the current state of illegal leakage, mainly in the film industry, and proposed security improvement measures to prevent illegal leakage before illegal distribution of media video content. Security for media video content has been compromised by inadequate human resource management, leading to illegal leaks by internal and external personnel, and vulnerabilities in physical security have caused crises in on-site responses. Based on this situation, security improvements for media video content should be systematized through strengthened human resource management, including control of internal and external personnel and security education, and through enhanced physical security, including standardization of on-site manuals and institutionalization of physical security equipment certification. To transition from a digital technology-centric approach to a systematic, integrated security framework that combines human and physical elements, the security system must be enhanced through institutional improvements in human resource management and physical security. The security of media video content must be strengthened to enhance on-site response capabilities and effectiveness in preventing illegal leaks.

미디어 영상 콘텐츠의 보안 체계는 불법 유통에 관련된 기술적인 보호 조치에 치중되어 있다. 이 연구에서는 불법 유통의 사전 단계인 미디어 영상 콘텐츠의 불법 유출 실정을 파악하고, 불법 유출을 방지하기 위한 개선 방향으로 인적 관리와 물리적 보안의 체계 구 축을 제시하였다. 미디어 영상 콘텐츠의 불법 유출은 내⋅외부 관계자에 대한 인적 관리의 미비와 물리적 보안의 취약성에 따른 현장 대응의 공백을 주요 원인으로 들 수 있다. 이러한 실정을 기반 으로 미디어 영상 콘텐츠의 보안은 인적 관리 강화 차원에서 내⋅외부 관계자의 통제와 보안 교육이 체계화되어야 하고, 물리적 보안 강화 차원에서 현장 매뉴얼의 표준화와 물리 보안 장비 인증의 제도화로 개선되어야 하겠다. 향후 미디어 영상 콘텐츠의 보안은 기술적인 측면을 넘어서 융합형 보안을 한층 더 강화 해야 하며, 이를 위해서 인적 관리와 물리적 보안에 관한 제도적 개선을 통해 보안 관리 체계를 고도화해야 한다. 아울러 K-콘텐츠의 성과에 상응하는 실효성을 갖춘 정책 거버넌 스를 구축함으로써 미디어 영상 콘텐츠의 불법 유출 방지에 필요한 예방 조치를 견고히 해야 할 것이다.
