This study provides an in-depth analysis of the “Kim Ju-ae phenomenon,” centered on the daughter of Kim Jong Un, who has emerged as a key figure in North Korea’s power succession structure. The North Korean leadership is employing a meticulously integrated strategy that combines a public idolization campaign with stringent information control to establish Kim Ju-ae as a potential successor. This approach is marked by unconventional characteristics, such as her early public debut and the possibility of a female heir, which differ from the succession processes of Kim Jong Il and Kim Jong Un, revealing a calculated intent to secure a stable transition to the next generation of power. First, North Korea is elevating Kim Ju-ae’s political status in a short period through an idolization campaign of unprecedented speed and intensity. Since her first appearance at an ICBM launch site in November 2022, she has built a public presence by appearing alongside Kim Jong Un at major state events in military and economic sectors. The regime actively utilizes symbolic manipulation to connect her with absolute authority, such as featuring the “white horse”—a symbol of the Paektu bloodline’s legitimacy—and bestowing upon her honorifics like “Respected” and “Venerated,” which were previously reserved for the supreme leader. This is interpreted as a strategic move to seamlessly transfer the core legitimacy of the regime, founded on military power and scientific achievement, to the next heir. Behind this idolization effort is a powerful information control system that supports and protects it. North Korea begins with preemptive perception management, such as forcing citizens with the same name as “Ju-ae” to change it, and suppresses dissent through a tight surveillance network centered around the Ministry of State Security and the Ministry of Social Security. A key objective is to quell internal resistance, including aversion to a female leader in a patriarchal society and resentment over her lavish portrayal, which contrasts sharply with the nation’s economic hardships. Concurrently, the regime has built a “digital fortress” by completely blocking public internet access and allowing only its state-controlled intranet, the “Kwangmyong.” This thoroughly eliminates the possibility of the internal narrative being “contaminated” by the influx of foreign information. In conclusion, North Korea’s succession strategy centered on Kim Ju-ae is an integrated approach that combines the “spear” of idolization with the “shield” of information control. The decision to conduct her succession training in such a public manner, unlike in the past, is seen as a strategic choice to minimize the uncertainties that Kim Jong Un himself faced during his own abrupt rise to power. This unconventional strategy is fundamentally enabled by the regime’s confidence in its ability to perfectly control the domestic narrative in complete isolation from the outside world. Therefore, it is highly likely that Kim Ju-ae is already a prominent heir undergoing succession training, and whether she is appointed to official party, government, and military positions will be the decisive indicator confirming the fourth-generation succession.

본 연구는 최근 북한의 권력 승계 구도에서 핵심 인물로 부상한 김정은의 딸 김주애 현상을 심층적으로 분석한다. 북한 지도부는 김주애를 잠재적 후계자로 구축하기 위해 ‘우 상화 캠페인’과 ‘정보통제’라는 두 가지 핵심 전략을 유기적으로 결합하여 사용하고 있다. 이는 과거 김정일, 김정은의 후계 과정과는 다른 조기 공개와 여성 후계자라는 파격적인 특징을 보이며, 차세대 권력 구도를 안정적으로 안착시키려는 치밀한 의도를 드러낸다. 우선, 북한은 전례 없이 빠르고 강도 높은 우상화 캠페인을 통해 김주애의 정치적 위상을 단기간에 격상시키고 있다. 2022년 11월 대륙간탄도미사일(ICBM) 발사 현장에 처음 등장한 이후, 군사 및 경제 분야의 주요 국가 행사에 김정은과 나란히 자리하며 존재감을 각인시켰 다. 특히 백두혈통의 정통성을 상징하는 ‘백마’를 등장시키거나 최고지도자급 인물에게만 허용되던 ‘존귀하신’, ‘존경하는’ 등의 호칭을 부여하는 등 김주애를 절대적인 권위와 연결 짓는 상징 조작을 적극적으로 활용하고 있다. 이는 군사력과 과학기술이라는 체제 정통성의 핵심 기반을 차기 후계자에게 자연스럽게 이전하려는 전략적 포석으로 해석된다. 이러한 우상화 작업의 이면에는 이를 뒷받침하고 보호하는 강력한 정보통제 시스템이 작동하고 있다. 북한은 ‘주애’라는 이름을 가진 주민에게 개명을 강요하는 등 사전적인 인 식 관리부터 시작하여, 국가보위성과 사회안전성을 중심으로 한 촘촘한 감시망을 통해 내 부 불만을 원천적으로 차단한다. 가부장적 사회 분위기 속에서 여성 후계자에 대한 거부감 이나 극심한 경제난과 대비되는 김주애의 화려한 모습에 대한 반감을 억제하는 것이 핵심 이다. 동시에, 일반 주민의 인터넷 접근을 완전히 차단하고 ‘광명망’이라는 자체 인트라넷 만을 허용하는 ‘디지털 철옹성’을 구축하여 외부 정보 유입으로 인한 내부 ‘오염’ 가능성을 철저히 배제하고 있다. 결론적으로, 김주애를 중심으로 한 북한의 후계 구도 구축은 우상화라는 창과 정보통제 라는 방패가 결합된 통합적 전략이다. 특히 과거와 달리 매우 공개적인 방식으로 후계 수 업을 진행하는 것은 김정은 자신이 겪었던 급작스러운 승계 과정의 불안정성을 반복하지 않으려는 의도로 풀이된다. 이처럼 파격적인 전략이 가능한 근본적인 이유는 외부 세계와 완전히 단절된 채 내부 여론을 완벽히 통제할 수 있다는 자신감에 기반한다. 따라서 김주 애는 이미 유력한 후계자로서의 단계를 밟고 있으며, 향후 그녀에게 당･정･군의 공식 직책 이 부여되는지 여부가 4대 세습을 확정 짓는 결정적 지표가 될 것이다.
