Purpose : The purpose of this study is to suggest countermeasures from a trade policy perspective regarding the permanent or abolition of the tariff-free moratorium on electronic transmissions, based on the current trends in WTO discussions on the tariff-free moratorium and the pros and cons of the permanentization of the tariff-free moratorium. Research design, data, methodology : This study first examined the current WTO discussions on tariff-free moratoriums and the pros and cons of making tariff-free moratoriums permanent. It then presented trade policy responses to the abolition of moratoriums that were not addressed in previous studies. Results : It is highly likely that the moratorium on electronic transmissions will be abolished in the future, and it can be confirmed that there are no countermeasures in terms of trade policy if the moratorium is abolished. Conclusions : There is ongoing international debate over the current tariff-free moratorium on electronic transmissions, and it is necessary to prepare countermeasures in terms of trade policy in the event that the moratorium is abolished in the future.

최근 무역의 디지털화로 국제통상에서 디지털 무역과 관련한 다양한 논의가 진행되고 있다. 대표적인 의제로 국경 간 데이터 이전과 개인정보보호의 문제, 데이터 현지화, 디지털 세의 부과 및 전자적 전송물에 대한 무관세 모라토리움 등을 들 수 있다. 이 중 WTO를 포함한 국제 통상협정에서 전자적 전송물에 대한 무관세 모라토리움은 아직도 영구화에 찬성과 반대 의견 이 팽팽히 대립하고 있다. 전자적 전송물에 대한 무관세 모라토리움은 무역의 디지털화와 관련한 가장 오래된 논의로 향후 전자적 전송물에 대한 무관세 여부는 모든 디지털 통상협정에 핵심을 이루는 의제이다. 무관세 모라토리움의 영구화는 디지털 콘텐츠 수출의 성장 전망이 높은 우리나라 입장에서는 매우 중요한 사안이다. 기존의 선행연구는 대부분 무관세 모라토리움의 영구화에 대한 찬성 측면에서 통상 정책적 시사점과 과제를 다루고 있다. 또한 기존의 선행연구는 대부분 무관세 모라토리움에 대한 찬성 입장에서 진행되었는데, 최근 국제정세는 모라토리움의 영구화를 반 대하는 입장이 증가하고 있다. 따라서 본 연구는 무관세 모라토리움이 폐지되는 경우에 관한 의견도 함께 제시한다는 점에서 선행연구와 차별성이 있다. 따라서 본 연구는 전자적 전송물에 대한 무관세 모라토리움의 영구화 또는 폐지에 대한 통상 정책 관점에서의 대응책을 제시함으로써 국제상거래의 원활화에 기여하고자 한다.
