This study examines Pangyo Techno Valley (Phases 1–3) as a representative government-led innovation cluster. The purpose is to identify the fundamental mechanisms underlying its ongoing growth trajectory and to determine the key elements shaping this process. To achieve this, the Modified Cluster Adaptive Cycle Model was applied in order to conceptualize the “Pangyo-type growth model” and analyze its role within the cluster’s evolutionary trajectory. The findings reveal that the Pangyo-type adaptive cycle demonstrates a mechanism of “policy intervention → adjustment of system failures → creation of new growth paths” at each stage. Through structural reorientation, the model illustrates how existing limitations were overcome and new growth trajectories were generated. Pangyo’s development thus reflects a successful growth path achieved not through spontaneous ecosystem formation, but through repeated policy interventions and subsequent adjustments by the government. These results underscore important policy implications for enhancing the effectiveness of government-led special zones and cluster policies, while offering valuable insights for the establishment of sustainable growth models.

본 연구는 대표적인 정부 주도형 혁신클러스터인 판교테크노밸리(제1~3판교)를 연구분석대상으로 하고, 판교테크노밸리 성장 경로의 기본 메커니즘을 파악하고 그 과정의 핵심요소들을 규명한다. 이를 위해 클러스터 적응주기 모델(A Modified Cluster Adaptive Cycle Model)을 판교테크노밸리에 적용하여 ‘판교형 성장모델’의 핵심을 규명하고, 실제 성장 경로 또는 적응주기에서의 역할 등을 분석한다. 분석 결과, 판교형 적응주기 모델은 각 단계에서 ‘정책의지 개입 → 시스템 실패 조정 → 신성장 경로 창출’의 메커니즘을 보여주며, 구조적 재조정을 통해 기존 클러스터의 한계를 극복하고 새로운 성장 경로를 창출하는 것으로 나타났다. 결과적으로 판교의 발전은 자체적인 혁신생태계 형성과 성장보다는 정부의 반복적인 정책개입을 통한 조정 ·재조정을 거친 성공적 성장 경로를 보여준다는 점에서 정책적 함의를 찾을 수 있다. 또한 향후 다수의 정부주도형 특구 및 클러스터 정책의 실효성을 높이고, 지속가능한 성장 모델을 수립하는데 중요한 시사점을 제공한다.
