This study analyzes the impact of the mosaic warfare paradigm, proposed by the Defense Advanced Research Projects Agency (DARPA), and military drone technology developments on the Korean Peninsula security environment, deriving strategic implications and policy challenges for the South Korean military. Mosaic warfare is a concept that dynamically combines numerous low-cost, simple-function, expendable platforms instead of a few high-performance, expensive platforms, aiming to overwhelm the enemy's decision-making process through decision-centric operations and optionality advantage. The research confirms that the South Korean military needs to develop a balanced force structure based on manned-unmanned teaming, Korea-specific mosaic warfare concepts, C4ISR network infrastructure, agile defense acquisition systems, specialized personnel training, and legal and ethical guidelines to address North Korea's asymmetric threats and population decline issues. Through this comprehensive approach, the South Korean military can secure advantages in future battlefields.

본 연구는 미국 국방고등연구계획국(DARPA)이 제시한 모자이크 전쟁 패러다임과 군사 드론 기술의 발전이 한반도 안보 환경에 미치는 영향을 분석하고, 한국군의 전략적 함의와 정책 과제를 도출하였다. 모자이크 전쟁은 소수의 고성능·고비용 플랫폼 대신 다수의 저비용·단순 기능·소모 가능한 플랫폼을 동적으로 조합하는 개념으로, 결심 중심 작전과 선택지 우위를 통해 적의 의사결정 과정을 압도하고자 한다. 연구 결과, 한국군은 북한의 비대칭 위협과 인구 감소 문제에 대응하기 위해 유·무인 복합 전투체계 기반의 균형된 전력 구조, 한국형 모자이크 전쟁 개념 개발, C4ISR 네트워크 인프라 구축, 민첩한 국방 획득 시스템, 전문 인력 양성 체계, 법적·윤리적 가이드라인 정립이 필요 함을 확인하였다. 이러한 포괄적 접근을 통해 한국군은 미래 전장에서의 우위를 확보할 수 있을 것이다.
