This paper provides empirical data to analyze the effectiveness and satisfaction of personal information protection training conducted for public officials in local governments, and to suggest directions for policy improvement. A total of 109 officials from a local government in the S region participated in the survey, which was administered both online and in person. The questionnaire was constructed using a 5-point Likert scale to assess the perceived effectiveness and satisfaction of the training. The collected responses were analyzed using descriptive statistics, one-way analysis of variance (ANOVA), Tukey’s HSD post-hoc tests, and reliability testing via Cronbach’s α. The results indicated that overall training effectiveness and satisfaction were at a high level. Statistically significant differences were found according to job position and workplace. Specifically, officials of grade 6 or higher perceived the training as significantly more effective than those at grade 9 (p = 0.0131), and officials working at township offices reported significantly higher satisfaction levels than those working at the main office (p = 0.0019). On the other hand, no statistically significant differences were observed across different training formats; however, online training, which had the largest number of participants, was evaluated as consistently effective and satisfactory. This paper suggests the need for a tailored educational approach that reflects job roles and organizational context, and highlights the sustainability and policy relevance of expanding online training programs.

본 논문은 지방자치단체 공무원을 대상으로 개인정보 보호 교육의 효과성과 만족도를 분석하고, 정책적 개선 방향을 제시하기 위한 실증적 기초자료를 제공한다. S지역 지방자치단체 소속 공무원 109명을 대상으로 온라인 및 대면 방식으로 설문조사를 실시하였으며, 설문지는 교육 효과성과 만족도를 측정하는 Likert 5점 척도로 구성되었다. 수집된 응답 자료는 기술통계, 일원분산분석(ANOVA), 사후검정(Tukey's HSD), 신뢰도 분석(Cronbach’s α)을 통해 분석하였다. 분석 결과, 전체적으로 교육의 효과성과 만족도는 높은 수준으로 나타났으며, 특히 직급과 근무지에 따라 통계적으로 유의미한 차이가 확인되었다. 구체적으로는 6급 이상 공무원이 9급에 비해 교육 효과성을 유의하게 더 높 게 인식하였고(p = 0.0131), 읍면사무소 근무자의 교육 만족도가 본청 근무자보다 유의하게 높은 것으로 나타났다(p = 0.0019). 반면, 교육 방식 간에는 통계적으로 유의한 차이는 없었으나, 온라인 교육이 가장 많은 참여자 수와 함께 안정적인 효과와 만족도를 보여주었다. 본 논문은 향후 개인정보 보호 교육 설계 시 직무 특성과 조직 환경을 반영한 맞춤형 교육 접근과, 온라인 교육의 지속 가능성 및 정책적 활용 가능성을 제시한다.
