This study conducted a survey of 160 city council members from five major cities in Gyeonggi Province to explore how local legislators allocate their limited time resources and what factors determine their allocation of time. The analysis reveals that council members devote considerable time to both in-chamber and out-of-chamber activities, with distinct patterns of time allocation according to role orientation. Delegate-type local council members showed pronounced strengths in constituent service activities(casework) such as resolving constituent complaints, field visits, and volunteering. Trustee-type members were more likely to invest more time in networking, online communication, and coodinations with the executive branch. Politico-type councilors tended to participate at a moderate level across various activities and showed more flexibility to allocate their resources depending on the situation. Regarding institutional factors, councilors who concurrently held other jobs exhibited higher levels of activity than full-time councilors, suggesting that diverse professional experience and networks can serve as positive motivational factors for legislative work. Political factors such as type of election(district-based/proportional representation) and party status(ruling/ opposition) also contributed to differences in time allocation. In contrast, socioeconomic factors(gender, age, education) were found to have only limited influence in a few specific areas.

본 연구는 경기도 5개 대도시 기초의회 의원 160명을 대상으로 설문조사를 실시하여, 지 방의회 의원들의 한정된 시간 자원이 실제로 어떻게 배분되는지와 그 결정 요인을 탐색적 으로 분석하였다. 분석 결과, 의원들은 원내·원외활동 모두에 상당한 시간을 투입하고 있었 으며, 대표유형에 따라 시간 배분 양상이 뚜렷이 구분되었다. 대리인형 의원은 지역민원 해결, 현장방문, 봉사 등 주민 밀착형 활동에 강점을 보였고, 수탁인형 의원은 네트워킹 및 온라인 소통, 집행부와의 협상에 더 많은 시간을 투입하였다. 정치인형 의원은 다양한 활 동에 중간적 수준의 참여를 보이며, 역할에 따라 유연하게 자원을 배분하는 경향이 드러났 다. 제도적 요인에서는 겸직 의원이 전담 의원보다 높은 활동성을 보였으며, 이는 겸직 경 험과 네트워크가 오히려 의정활동의 동기가 될 수 있음을 시사한다. 정치적 요인에서는 당 선유형(지역구/비례대표), 소속정당(여당/야당) 간에도 시간 배분에서 차이가 확인되었으 며, 사회경제적 배경요인(성별, 연령, 학력)은 일부 항목에서만 제한적인 영향만을 미치고 있음이 확인되었다.
