This paper aims to examine the institutional possibility and democratic implications of the National Assembly’s National Petition Platform as a political space through the experience of the Blue House National Petition Bulletin Board. The Blue House National Petition Bulletin Board attempted to form an online public forum based on citizens’ emotions and public opinion, but it revealed limitations such as low effectiveness, polarization of political ideology, and lack of institutional linkage. The National Assembly’s National Petition Platform, designed with an awareness of these limitations, has legal consistency and legislative linkage potential, but it is unable to function as a practical political space due to limitations in accessibility, lack of a deliberation structure, and insufficient response system. Based on this awareness of the problem, this study suggests the following conditions for the National Assembly’s National Petition Platform to function as a practical political space: an effective response structure, establishment of a basis for deliberation among citizens, and securing digital accessibility and inclusiveness. This means that petitions, as a fundamental right of citizens, should be redesigned into a structure that can exert influence on institutional politics beyond simple participation, and we aim to contribute to discussions on the sustainability and activation of political space for the reconstruction of democracy in the digital age.

본 논문은 청와대 국민청원 게시판의 경험을 바탕으로 국회 국민동의 청원 플랫폼이 정 치 공간으로 기능하기 위한 제도적 가능성과 민주주의적 함의를 분석하는 것을 목적으로 한다. 청와대 국민청원 게시판은 시민의 감정과 여론을 기반으로 온라인 공론장을 형성하 고자 하였으나, 낮은 실효성, 정치 이념의 양극화, 제도적 연계의 부재라는 한계를 드러냈 다. 이에 대한 제도적 반성으로 출범한 국회 국민동의 청원 플랫폼은 법적 정합성과 입법 연계 가능성을 갖추었으나, 접근성의 제약, 숙의 구조의 부재, 응답 체계의 미비로 인해 실 질적인 정치 공간으로 기능하지 못하고 있다. 따라서 본 논문은 이러한 문제의식을 바탕으 로 국회 국민동의 청원 플랫폼이 실질적 정치 공간으로 기능하기 위한 조건으로 실효성 있 는 응답 구조, 시민 간 숙의 기반 마련, 디지털 접근성과 포용성 확보를 제시한다. 이는 청 원이 시민의 기본권으로서, 단순한 참여를 넘어 제도 정치에 영향력을 행사할 수 있는 구 조로 재정립되어야 함을 의미하며, 디지털 시대 민주주의의 재구성을 위한 정치 공간의 지 속성과 활성화를 위한 논의에 기여하고자 한다.
