The purpose of this study was to provide policy implications for improving the performance of local festival policy implementation in the future. For the purpose, using the Gimje Horizon Festival and the Imsil N Cheese Festival as case studies, the influencing factors of policy implementation were compared. This qualitative study is a multiple case study and comparative study in terms of methodology. The policy implementation variables of Van Meter & Van Horn, Ernest R. Alexander, Soren Winter, and Nam Kungkeun were reconstructed and utilized, and three primary variables, six secondary variables, and 11 tertiary variables were obtained and analyzed. The results of the analysis on influencing factors of the local festival policy implementation showed that the Gimje Horizon Festival and the Imsil N Cheese Festival had in common that they scored high in terms of cultural conditions in terms of socio-cultural conditions, political change in terms of political conditions, and will of local government heads in terms of will of policy makers. The Imsil N Cheese Festival has achieved results in terms of increased number of visitors and sales through various program compositions at the master plan level, which is the standard for central evaluation and policy, and it can be seen that this increase is a high performance. This festival has improved policy execution performance as it is a festival that reflects the characteristics of the region based on the cheese industry. This study has academic implications in that it considered environmental and contextual aspects using Alexander's factors that affect policy implementation, and increased the importance of the success factors of local festivals by including the will of local government heads as an important variable. In addition, it was shown that a top-down policy implementation approach is suitable for analyzing the influencing factors of policy implementation process, and that including historical resources in analysis as influencing factor increases the validity of the study. The policy implications of this study are as follows. In terms of environmental and contextual variables, policy implementation efforts that consider resource availability are necessary in festival planning and promotion policies. In terms of executive organization variables, the organization that manages everything from festival management to festival venues needs to be unified, and new content needs to be introduced to enable eating, watching, enjoying, and shopping. In terms of policy content variables, new and diverse programs need to be upgraded at festival venues, and festivals representing local governments need to be promoted as four-season festivals in one location and space through the establishment of a master plan-level basic plan that takes into account mid- to long-term plans.

이 연구의 목적은 김제지평선축제와 임실N치즈축제를 사례로 정책집행 영향요인을 비교 분석하여 정책의 실행력을 제고하기 위한 정책적 시사점을 제시하는데 있다. 연구의 방법은 질적 연구로 복수 사례연구이자 비교 연구이다. 분석 틀은 Van Meter & Van Horn 과 Ernest R. Alexander, Soren Winter, 남궁근의 정책집행 모형을 재구성하여, 1차 변수 3개, 2차 변 수 6개, 3차 변수 11가지를 설정하여 분석하였다. 지역축제 정책집행의 영향 요인 분석 결과 김제지평선축제와 임실N치즈축제의 공통점을 보면 사 회 문화적 여건에서 역사적 자원과 정치적 여건에서 정치적 변화, 집행기관의 특성에서는 자치단체 장의 의지가 영향이 컸다. 다만, 임실N치즈축제가 최근 중앙평가와 정책의 기준인 마스터플랜 차원 의 다양한 프로그램 구성으로 방문객 수 및 매출액이 증가하여 성과가 높은 것을 알 수 있다. 임실 은 치즈산업을 바탕으로 지역의 특성이 반영된 지역축제라는 점에서 정책집행의 성과가 높았다. 이 연구의 학문적 시사점은 Alexander의 정책집행에 영향을 미치는 요인으로 환경 ·맥락적 측면을 고려하고 있고, 자치단체장의 의지가 중요한 변수로 고려되어 지역축제 성공 요인에 중요한 의의를 준다는 점이다. 또한 정책집행 영향 요인 분석을 위해서는 하향식 정책집행 접근법이 용이하고 정책 집행 영향 요인 분석 시 지자체의 역사적 자원을 영향 요인에 넣어 분석하면 연구의 타당성을 높일 수 있다는 것이다. 정책적 시사점은 환경·맥락변수 측면에서는 자원의 이용 가능성을 고려한 정책집행으로 축제를 기획·추진하는 노력이 필요하다는 점이다. 집행조직변수 측면에서의 시사점은 축제업무 담당에서부 터 축제 장소까지 관리 추진하는 조직의 일원화가 필요하다는 것이다. 또 새로운 콘텐츠 도입으로 먹고·보고·즐기고·사가고 할 수 있도록 다양화해야 한다는 것이다. 정책내용변수 측면에서의 시사점 은 새롭고 다양한 프로그램 구성으로 업그레이드된 축제장이 되어야 한다는 것이다. 중요한 것은 자 치단체를 대표하는 축제는 중·장기 계획을 고려한 마스터플랜 차원의 기본계획 수립으로 한 장소·한 공간에서 사계절 축제를 추진하여야 한다는 것이다.
