During the Japanese colonial period, the Korean diaspora in the United States enjoyed a relatively neutral and free environment for engaging in independence movements. Unlike in Korea or Japanese-controlled territories, Koreans in America did not have to fear Japanese surveillance, and the U.S. government largely refrained from imposing restrictions. However, Japanese immigrants had settled in the U.S. roughly thirty years earlier and far outnumbered Koreans. For Korean immigrants, who arrived with no local connections, little English proficiency, and limited resources, openly expressing hostility toward the Japanese was extremely difficult. According to LEE Ri-hwa (2008: 140), early Korean immigrants in Hawaii were more concerned with their relationships with Haole (white) plantation managers, doctors, and supervisors than with the Japanese. Nevertheless, when news broke of Japan’s oppression of Korea, Koreans in America regularly held protest gatherings, raised funds for the independence cause, and boycotted Japanese goods. The 1908 shooting of Durham Stevens also drew significant attention, though the cries of a colonized people were largely ignored by the U.S., a rising imperial power itself. Despite sharing the same geographical space, overt conflict between Koreans and Japanese in America was rare, primarily due to the numerical and social disadvantage faced by the Korean minority, and Japan’s overwhelming diplomatic and political influence.

일제강점기 시기 미주지역은 한인들이 일본의 눈치를 볼 필요도 없었고, 미국 정부 또한 별다른 제재를 하지 않아 자유롭게 독립운동을 전개할 수 있는 중립적인 곳이었다. 그러나 일본인들은 한인보다 삼십여 년 일찍 미주지역에 이주해 있었고, 그 수도 훨씬 많았다. 한인들은 말도 통하지 않고, 아는 사람 한 명 없는 이역만리 타국에서 기본적인 욕구를 채워야 했고, 수적으로도 극소수 민족이었다 는 점에서 일본인에 대한 적대감을 표현하기란 대단히 어려운 일이었다. 李里花(2008: 140)의 발표에 따르면 하와이 이민 초기 한인들의 중요한 관심사는 일본인이 아니라, 농장의 매니저와 의사, 현장 감 독을 하던 하올리(Haole = 백인)과의 관계였다고 주장하고 있다는 점에서 이를 이해할 수 있다. 그러 나 한인들은 미국으로 이주한 이후 일본인들이 조국을 탄압하는 사건이 터지면 어김없이 분개하며 집 회를 갖고 성금을 모아 송금하였고, 일본제품 불매운동을 감행했다. 또한 미국사회를 떠들썩하게 한 스 티븐스 저격 사건도 있었지만, 나라의 주권을 빼앗긴 피지배국의 외침은 제국주의를 시행하고 있는 미 국의 입장에서는 그들의 소리가 들리지 않았다. 일본인들과 같은 공간에서 생활했지만 한인들은 수적 열세, 극소수 민족이라는 지위의 열세, 일본의 막강한 외압 등으로 미주지역에서 한인과 일본인의 충돌 은 크게 일어나지 않았다.
