This study evaluates the economic feasibility of a multipurpose rural water development project aimed at minimizing drought damage and providing farming convenience by ensuring a stable supply of agricultural water. To this end, we overcome the limitations of traditional economic analysis methods and propose an optimal investment threshold using the net present value method and a real options model that can account for market price uncertainty and the irreversibility of investment costs. Empirical analysis reveals that the optimal investment threshold for rice in the real options analysis ranges from 7,188 won/kg to 7,789 won/kg, indicating a lack of economic feasibility. Conversely, the present value method, which ignores rice price uncertainty, demonstrated economic feasibility, demonstrating that the degree of economic feasibility depends on the incorporation of price uncertainty. In particular, since it moves more sensitively to rice price fluctuations than to rice price growth, a specialized rice price policy is needed for the phenomenon that climate change and agricultural population decline continue. In addition, because it was sensitive to the discount rate, uncertainties caused by future internal and external shocks must be accurately predicted, such as the recent expansion of quarantine volume and periodic rice price declines. It is hoped that the results of this real option economic analysis will serve as the basis for the government and each local government's support measures and policy establishment.

이 연구에서는 농업용수의 안정적 공급으로 가뭄 피해 최소화 및 영농편의 제공을 위한 다목적 농촌용수개발사업의 경제성을 평가한다. 이를 위해 고전적인 경제성 분석 방법의 한계점을 극 복하고, 순현재가치법과 시장가격 불확실성 및 투자비용의 비가역성을 반영할 수 있는 실물옵션 모형 으로 최적투자임계가격을 제시한다. 실증분석결과, 실물옵션 분석에서 쌀 가격의 최적투자임계가격은 7,188원/kg에서 7,789원/kg 사이로 분석되었으며, 경제성이 확보되지 못하는 것으로 나타났다. 반면 쌀 가격의 불확실성을 고려하지 않은 현재가치법에서는 경제성이 확보되는 것으로 나타나, 가격 불확실성 반영 여부에 따라 경제성 확보 여부가 달라짐을 확인할 수 있었다. 특히 쌀 가격증가율 보다 쌀 가격 변동률에 더 민감하게 움직이기 때문에 기후변화와 농업인구 감소가 지속적인 현상에 대한 특화된 쌀 가격 정책이 필요하다. 아울러 할인율에도 민감한 반응을 보였기 때문에 최근 격리물량이 확대되고 주 기적인 쌀 가격 하락 현상이 발생하는 등 미래의 대・내외 충격으로 인한 불확실성을 정밀하게 예측해 야한다. 이러한 실물옵션 경제성 분석 결과가 정부와 각 지자체의 지원 대책 및 정책수립의 근거가 되 기를 바란다.
