This study analyzed the current state of paint conservation in modern and contemporary cultural heritage, focusing on industrial and military materials, and to propose directions for institutional improvement. Paint layers are not merely as superficial elements but cultural records that embody the creator’s intent, historical context, and technical characteristics. Conservation, therefore, requires a balance between material conservation and interpretation. An analysis of domestic and international case studies identified key factors in paint conservation including preliminary investigation, scientific analysis, repainting, and material selection. The examples of a C-46 transport aircraft, an 88 mm anti-tank gun, and a Flak-Bait bomber highlight the necessity of balancing practical conditions with scientific judgment and maintaining authenticity during conservation treatments. Furthermore, the comparative reviews of domestic and international policies revealed the insufficiency of existing guidelines and underscored the need for standardized conservation manuals, database of paint composition and heritage cases, and archival systems. This study is expected to serve as a foundational resource for establishing these systematic conservation practices and inspiring future institutional frameworks for modern and contemporary painted heritage.

본 연구는 산업⋅군사유산을 중심으로 근현대문화유산 도장의 보존 현황을 분석하고, 이에 대한 제도적 개선 방향을 제시하는 데 목적이 있다. 도장은 단순한 외관 요소가 아니라 제작자의 의도, 시대적 맥락, 기술적 특성이 반영된 문화적 기록으로 인식되어야 하며, 그 보존은 물질적 유지 뿐 아니라 가치 해석의 균형이 중요하다. 국내외 보존 사례 분석을 통해 사전 조사, 과학적 분석, 재도장 및 재료 결정 등 도장 보존에 있어 주요 고려 요소를 도출하였다. 특히, C-46 수송기, 88 mm 대전차포, Flak-Bait 폭격기 등 산업⋅군사유산의 사례는 보존 처리 과정에서의 현실적 조건과 과학적 판단의 균형, 진정성 유지의 필요성을 보여준다. 또한 국내외 제도 및 정책 비교를 통해, 현행 보존 지침의 미비점과 함께 표준화된 보존 매뉴얼, 도장 성분 및 사례 기반의 데이터베이스, 아카이브 구축 등 제도 개선의 필요성이 확인되었다. 본 연구는 향후 근현대문화유산 도장의 체계적 보존과 제도적 기반 마련에 기초자료로 활용될 수 있을 것으로 기대된다.
