The purpose of this study is to examine how employees' safety awareness and executives' safety commitment affect industrial accidents in small and medium-sized enterprises (SMEs), emphasizing the mediating effect of safety management expenditures on accident rates in SMEs. A survey of SME employees in Gyeongsangbuk-do was analyzed using SPSS 26.0 and PROCESS Macro 4.2. Findings show that employees' safety awareness impacts industrial accidents only through safety management expenditures, indicating full mediation. The commitment of executives to safety, however, exerts both direct and indirect effects, confirming partial mediation. Thus, both reduce accidents, but employees' safety awareness is effective only when backed by financial resources. In resource-limited SMEs, prevention is maximized when safety awareness, safety management expenditures, and managerial safety commitment are integrated. Future research should broaden samples and adopt longitudinal designs to clarify causal relationships.

본 연구는 중소기업을 대상으로 경영진의 안전몰입과 근로자의 안전의식이 산업재해 발생에 미치는 영향을 분석하고, 산업안전보건 비용지출의 매개효과를 검토하였다. 경상북도 소재 중소기업 근로자를 대상으로 설문을 실시하고, 수집 자료를 SPSS 26.0과 PROCESS Macro 4.2로 분석한 결과, 근로자의 안전의식은 산업안전보건 비용지출을 통해서만 산업재해에 유의한 영향을 미쳐 완전 매개 가 확인되었다. 반면 경영진의 안전몰입은 산업안전보건 비용지출을 통한 간접효과와 산업재해에 대 한 직접효과가 공존하여 부분 매개로 나타났다. 즉, 두 요인은 모두 산업재해를 줄이지만, 안전의식 의 효과는 재정적 투자가 뒷받침될 때 발현됨을 확인하였다. 본 연구는 자원이 제한된 중소기업에서 근로자의 안전의식 제고와 안전예산 확보, 경영진의 리더십이 병행될 때 산업재해 예방 효과가 극대 화됨을 시사한다. 향후 다양한 업종·지역을 포함한 표본 확장과 종단연구를 통해 인과관계를 정교 화할 필요가 있다.
