This study systematically investigates the barriers encountered by users during the adoption and utilization of the Defense Acquisition Information System (DAIS) through semi-structured interviews and thematic analysis. DAIS is designed to efficiently manage information across the entire defense acquisition process, from capability planning to force integration. Through in-depth individual and focus group interviews with users from relevant institutions, our study employs thematic analysis to identify five key themes: operational efficiency, system accessibility, user interface design, security protocols, and organizational support. The primary barriers include unstable system access due to dual-login procedures, inadequate institutional frameworks for managing classified electronic documents, and limitations in document search functionality. Additionally, it reveals that perceptions of these barriers vary across organizations, influenced by factors such as prior experience with classified information systems, workforce composition, internal infrastructure, and task-specific requirements. The present study contributes to the academic implications of user-related challenges in adopting new information systems within defense contexts. By proposing actionable improvements to enhance DAIS functionality and scalability, the findings provide valuable insights for shaping future defense informatization policies and optimizing information system design.

본 연구는 국방획득정보체계(DAIS)의 도입 및 활용 과정에서 사용자들이 인식하는 제약 요소를 인터뷰 기반의 주제분석을 통해 체계적으로 분류하였다. DAIS는 무기체계의 소요기 획부터 전력화까지 전 과정에서 생성되는 정보를 효율적으로 관리하기 위한 체계로 국방획 득 업무를 수행하는 모든 기관을 대상으로 도입하고자 한다. 이에 본 연구는 각 기관별 사 용자를 연구대상으로 심층 인터뷰와 포커스그룹 인터뷰를 실시하고, 주제분석 방법을 활용 하여 업무 효율, 접속 편의성, 직관적 구성, 보안제도, 조직적 지원 등의 핵심 주제를 도출 하였다. 분석 결과, 공통된 제약요소는 이중 로그인 구조로 인한 접속 불안정, 전자비밀 관 리에 대한 제도적 기반의 미비, 문서 검색 범위의 제한 등이 나타났으며, 기관별로 기존 비 밀관리체계의 활용 경험, 인적 구성, 내부 인프라 및 업무 특성에 따라 제약 요소에 대한 인식과 수용 환경이 상이함을 확인하였다. 본 연구는 실제 사용자의 경험을 중심으로 새로 운 정보체계 수용 과정에서의 제약 요소를 구조화하였다는 점에서 학문적 의의가 있으며, DAIS의 고도화 및 확대 적용을 위한 실질적인 개선방안을 제시함으로써 향후 국방정보화 정책 수립과 정보체계 설계에 유용한 실무적 기초자료로 활용될 수 있을 것이다.
