This study analyzes the relationship between war termination and the balance of power, focusing on the Korean War as a case study. While previous research has often emphasized military victory or the achievement of political objectives as primary factors in ending wars, this paper highlights the role of subjective perceptions of the balance of power among major actors and the subsequent agreement on methods of war termination. Specifically, it examines how the perceptions of balance shifted over time for the United States and the Soviet Union, and how these shifts influenced both the prolongation and eventual termination of the Korean War. The study argues that the war ended not merely due to battlefield dynamics but through mutual consent on the terms of termination—what is referred to as "agreement on the method." This consent contributed to a stable post-war order and a preventing the recurrence of war. The findings offer theoretical and policy implications for understanding war termination in contemporary conflicts, where major power involvement and perceptual dynamics remain critical factors.

본 논문은 6.25 전쟁 사례를 중심으로 전쟁 종결과 세력균형 간의 관계를 분석한다. 기존 연구들이 전쟁의 종결을 군사적 승리나 정치적 목적 달성에 초점을 맞춘 데 반해, 본 연구는 전쟁 행위자들의 세력균형에 대한 주관적 인지와 그 변화, 그리고 전쟁 종결 방식에 대한 동의의 형성 과정을 중심으로 분석한다. 전쟁의 주요 행위자인 미국과 소련이 세력균형 을 어떻게 인식하고, 그 인식 변화가 전쟁 장기화 및 종결 과정에 어떤 영향을 미쳤는지를 살펴보았다. 특히, 전쟁 재발 방지를 가능케 한 핵심 요인으로서 ‘방법에 대한 동의’의 중요성을 강조하며, 전쟁 종결이 단순한 무력 충돌의 중단이 아니라 정치적 합의의 결과임을 주 장한다. 본 연구는 세력균형 인지와 종결 방식에 대한 동의가 현대 전쟁 종결 조건에도 시사점을 제공할 수 있음을 이론적·정책적으로 제시한다.
