This study aims to explore practical approaches to adolescent sexuality education that can effectively prevent sexual issues and promote a healthy sexual culture among adolescents in South Korea by verifying the applicability and effectiveness of Comprehensive Sexuality Education (CSE), whose efficacy has been internationally recognized. To evaluate the effectiveness of CSE programs, a pre- and post-survey was conducted with 453 upper-grade elementary school students who participated in CSE programs at 17 Youth Sexuality Culture Centers across the country. The collected data were analyzed using paired sample t-tests. The results demonstrated statistically significant positive changes in most areas, including self-affirmation, self-respect, respect for others, skills related to sexual decision-making, awareness of gender equality, and a healthy understanding of sexual curiosity. These findings empirically support the educational effectiveness of CSE, which takes a multidimensional approach to sexuality grounded in human rights, respect, and responsibility—moving beyond simple biological information and abstinence-based approaches. Based on these findings, the study proposes evidence-based policymaking, the expansion of CSE implementation, and the establishment of strong cooperative systems between schools and Youth Sexuality Culture Centers. The study emphasizes that the core of adolescent sexual issue prevention lies in education, and calls for the active adoption of CSE to enhance the effectiveness of sexuality education and foster the healthy development of adolescents.

본 연구는 국제적으로 효과성이 입증된 포괄적 성교육(Comprehensive Sexuality Education)의 국내 적용 가능성과 실효성 확인을 통해 청 소년 성 문제 예방 및 건강한 청소년 성문화 조성에 효과적인 성교육 실천 방안을 모색하고자 수행되었다. 포괄적 성교육 프로그램의 효과성을 확인하기 위해 전국 17개 청소년성문화센터에서 진행한 포괄적 성교육 프로그램 참여자 중 초등 고학년생 453명을 대상으로 교육 전·후 설문 조사를 실시하였고 대응표본t검정을 통해 통계적으로 결과를 분석하였다. 연구 결과, 참여 청소년들은 자기 긍정성, 자아 존중, 타인 존중, 성적 자기결정 관련 기술, 성평등 인식, 성적 호기심에 대한 건강한 이해 등 대부분의 영역에서 통계적으로 유의미한 긍정적 변화를 보였다. 단순한 생물학적 정보 전달이나 금욕적 접근을 넘어, 인권과 존중·책임을 기반으로 성을 다차원적으로 다루는 포괄적 성교육의 교육적 효과가 실증적 으로 입증된 것이다. 이상의 연구 결과를 바탕으로 본 연구는 근거 기반의 정책 수립의 필요성, 포괄적 성교육의 확대 보급, 학교와 청소년성문 화센터 간의 긴밀한 협조체계 구축 등을 제안하였다. 청소년 성문제 대응책의 핵심은 교육을 통한 예방에 있음을 주지하고 포괄적 성교육의 적 극적 도입을 통해 청소년성교육의 효과성을 증진하여 건강한 청소년의 성장과 발달을 도모해야 할 것이다.
