This study analyzed school violence-related agendas proposed by the 21st and 22nd National Assembly based on the National Assembly's agenda information system. Through this, we tried to investigate the changes in the direction of the National Assembly's perception and response to school violence. To this end, the analysis was conducted focusing on the number of proposals, main contents, and the results of the agenda. It was found that the 21st National Assembly mainly proposed a bill focusing on post-response and reinforcement of punishment, while the 22nd National Assembly attempted an integrated and educational approach such as prevention-oriented, emotional support, and human rights protection. Judging from these results, the National Assembly is shifting away from the method of fragmentarily sanctioning the school violence problem to the focus on prevention and recovery. In the future legislative process of the National Assembly, policy considerations are needed to increase the practicality and institutional consistency of the educational field.

본 연구는 21대, 22대 국회에서 발의된 학교폭력 관련 의안들을 국회 의안정보시스템을 기반으 로 분석하였다. 이를 통해 국회의 학교폭력에 대한 인식과 대응 방향의 변화 양상을 규명하고자 하였다. 이를 위해 의안 발의 수, 주요 내용, 의안 결과 등을 중심으로 분석을 진행하였다. 21대 국회는 주로 사후적 대응 및 처벌 강화 중심의 의안을 발의한 반면 22대 국회는 예방 중심, 정서적 지원, 인권 보호 등 통합적이고 교육적 접근을 시도하는 것으로 나타났다. 이러한 결과로 미루어볼 때 국회는 학교폭력 문제를 단편적으로 제재하는 방식에서 벗어나 예방과 회복 중심으로 전환하고 있는 시사점을 보여준다. 향후 국회의 입법 과정에서 교육 현장의 실천성과 제도적 정합성을 높이 기 위한 정책적 고려가 필요하다.
