In his address on January 6, 2025, French President Emmanuel Macron openly expressed his disappointment and dissatisfaction with Africans and their leaders. This has provoked resentment among African leaders, especially in West Africa, as well as among the younger generation. The voices of Pan-Africanists, which had previously remained beneath the surface, have grown louder in response to this speech, and even some authoritarian-leaning leaders are now joining in the anti-French sentiment. These developments indicate that France’s traditional influence in West Africa is gradually weakening. As anti-French sentiment intensifies, France’s diplomatic and economic standing is being further diminished. In particular, the African youth have become increasingly critical of French intervention and influence. Rejecting the colonial legacy, they are raising their voices for strengthened sovereignty and autonomy. Pan-Africanism, which emphasizes internal solidarity and self-reliance within Africa, is spreading. Authoritarian rulers are also actively exploiting this anti-French sentiment to their advantage. As a result, relations between France and Africa are reaching a new turning point. This paper examines the anti-French situation within Africa through the content of President Macron’s 2025 address. It focuses on France’s influence in contemporary Africa, the main issues in France-Africa relations, and especially the changing values of the younger generation and the spread of Pan-Africanism. It also considers regional changes such as the strengthening of authoritarian rule. This perspective is meaningful in that it re-examines the rapidly changing relationship between France and Africa today, taking into account postcolonial perspectives, geopolitical changes, the strengthening of African sovereignty, economic transformations, and the perceptions of the African youth.

프랑스의 마크롱 대통령은 2025년 1월 6일 담화에서 아프리카인과 지도자들에 대한 서운함과 불만을 공개적으로 표출했다. 이로 인해 아프리카, 특히 서아프리카 지도자들 과 청년 세대들의 반감을 불러왔다. 기존에 수면 아래 있던 범아프리카주의자들의 목소 리가 이번 담화를 계기로 더욱 높아졌고, 일부 권위주의적 성향의 지도자들까지 마크롱 을 비판하며 반프랑스 정서에 동참하는 양상도 나타났다. 이런 변화는 서아프리카에서 프랑스의 전통적 영향력이 점차 약화되고 있음을 보여준다. 반프랑스 정서가 고조되면 서 프랑스의 외교적, 경제적 입지도 더욱 축소되고 있는 양상이다 특히 아프리카 청년 세대는 프랑스의 개입과 영향력에 대해 비판적인 시각을 갖게 되 었다. 이들은 식민주의적 유산에 대한 거부감과 주권 강화, 자주성을 강조하며 목소리를 높이고 있다. 이들이 내세우는 범아프리카주의는 아프리카 내부 연대와 자립을 강조하 는 것이며, 그들의 목소리는 더욱 확산해가고 있다. 권위주의 통치자들 역시 이에 편승하 여 반프랑스 정서를 적극 활용하고 있다. 이로 인해 오늘날 프랑스와 아프리카 관계는 새로운 전환점을 맞이하고 있다. 본 논문은 아프리카 내의 반프랑스적 상황을 마크롱 대통령의 2025년 담화 내용을 통해 살펴본다. 이를 통해 오늘날 아프리카에서 프랑스의 영향력, 프랑스-아프리카 관계의 주요 쟁점, 특히 청년 세대의 가치관 변화와 범아프리카주의 확산 현상을 주목하고자 한 다. 또한 권위주의 통치 강화와 같은 지역적 변화도 함께 살펴볼 것이다. 이런 관점은 포스트 식민주의적 관점, 지정학적 변화, 아프리카 주권 강화, 경제적 변 화, 아프리카 청년 세대의 인식을 비롯하여 오늘날 급변하는 프랑스와 아프리카의 관계를 재조명해본다는 데 의미가 있다.
