(Purpose) This study aims to identify the structural relationships among the service quality, perceived value, and behavioral intention of the Pyeongtaek International Exchange Foundation, a service organization for the internationalization of the city. Based on the results, it seeks to provide useful implications for improving the quality of public services to enhance the residential satisfaction of foreign residents. (Research methods) The subjects of this study were 203 U.S. Citizens who have used the services of the Pyeongtaek International Exchange Foundation, and the measurement tool for the survey used a 5-point Likert scale. Data were analyzed using SPSS 29.0, structural equation modeling, and bootstrapping methods for frequency analysis, reliability analysis, discriminant validity analysis, hypothesis testing, and mediation effect analysis. (Findings) 1. The quality of service products had a significant effect only on economic and emotional value. 2. The quality of the service environment had a significant effect on economic, emotional, and social value. 3. The quality of service delivery did not have a significant effect on any of the three values. 4. In the relationship between service quality and behavioral intention, service delivery and service environment had a significant effect on behavioral intention. 5. In the relationship between perceived value and behavioral intention, only social value had a significant effect on behavioral intention. 6. The mediating effect of perceived value between service quality and behavioral intention is not appeared. (Conclusion and recommendations) Based on the results, theoretical and practical implications were presented for improving the quality of public services for foreign residents and promoting international exchange, and supporting their adaptation to domestic society. 1. It is necessary to continuously improve and manage the convenience and comfort of transportation and facilities for using services. 2. It is necessary to permanently deploy English-speaking personnel and strengthen the foundation’s public relations activities. 3. It is important to broadly provide opportunities for exchanges with Koreans through various activities.

(연구목적) 본 연구는 다문화가정 및 외국인근로자를 위한 서비스기관과는 차별화된 도시 국제화를 위한 서비스기 관인 평택국제교류재단의 서비스품질, 지각된 가치, 행동의도 간 구조적 관계를 규명하는데 목적을 두고 있다. 그 결과를 바탕으로 외국인들의 거주 만족도 제고를 위한 공공서비스 품질 향상에 유용한 시사점을 제공하고자 한다. (연구방법) 본 연구의 조사대상은 평택국제교류재단 서비스를 이용해 본 미국인 203명이고, 설문조사의 측정도 구는 Likert 5점 척도를 사용하였다. 자료처리는 SPSS 29.0프로그램, 구조방정식 모형, 붓스트래핑 방법을 활 용하여 빈도분석, 신뢰도분석, 판별타당성분석, 가설 검증 및 매개효과 분석을 실시하였다. (연구결과) 1. 서비스상품 품질은 경제적･감정적 가치에만 유의한 영향을 미쳤다. 2. 서비스환경 품질은 경제 적･감정적･사회적 가치 모두에 유의한 영향을 미쳤다. 3. 서비스전달 품질은 3가지 가치 어디에도 유의한 영향 을 미치지 않았다. 4. 서비스 품질과 행동 의도의 관계에서 서비스전달과 서비스환경이 행동 의도에 유의한 영향 을 미쳤다. 5. 지각된 가치와 행동 의도의 관계에서는 사회적 가치만 행동 의도에 유의한 영향을 미쳤다. 6. 지각 된 가치의 서비스 품질과 행동 의도 간 매개효과는 나타나지 않았다. (결론 및 제언) 결과를 바탕으로 외국인 공공서비스 품질 개선과 국제 교류 및 외국인의 국내 적응을 위한 이론 적･실무적 시사점을 제시하였다. 1. 서비스를 이용하기 위한 교통과 시설의 편리함, 쾌적성 등을 지속적으로 개 선하고 관리하는 것이 필요하다. 2. 영어 의사소통 가능 인력의 상시배치와 재단 홍보활동을 강화해야 한다. 3. 다양한 활동을 통하여 한국인들과의 교류 기회를 폭넓게 제공하는 것이 중요하다.
