This study proposes a new analytical method to measure the impact of cultural facility development on the expansion of 15-minute cultural living zones, and applies it as a case study to the cultural city development project in Seogwipo City. To overcome the limitations of conventional GIS-based spatial analysis, this study conducted a network analysis between cultural facilities and population grids based on a 15-minute walking distance. The results were then combined with registered population data to calculate the actual number of beneficiaries within the cultural living zones. The analysis targeted cultural hub spaces established in Seogwipo City from 2020 to 2024, and measured yearly changes in the number of beneficiaries and regional disparities. The findings revealed that Donghong-dong and Daejeong-eup had large numbers of both beneficiaries and non-beneficiaries, while Jeongbang-dong and Jungang-dong were identified as areas where a small number of cultural hubs benefited the entire local population. In addition, a citizen survey comparing the frequency of cultural activity attendance by residential area showed that regions with higher beneficiary rates exhibited higher attendance levels. This study presents an empirical framework for evaluating the spatial effects of cultural policies at the population level and offers foundational data for future strategies to allocate culture-oriented infrastructure within daily living zones.

본 연구는 문화시설 조성이 15분 문화생활권 확대에 미치는 영향을 측정하기 위한 새로운 분석 방법을 제안하고, 이를 서귀포시 문화도시 조성사업에 적용한 사례연구이다. 기존 GIS 기반 공간 분석의 한계를 극복하기 위해, 본 연 구는 도보 15분 거리를 기준으로 문화시설과 인구격자 간 네트워크 분석을 실시하고, 그 결과를 등록인구 자료와 결 합하여 문화생활권 내 실제 수혜 가능 인구를 산출하였다. 분석 대상은 서귀포시에서 2020년부터 2024년까지 조성 된 문화도시 거점공간이며, 연도별로 수혜 가능 인구의 변화와 지역 간 격차를 측정하였다. 분석 결과, 동홍동과 대정 읍은 수혜 가능 인구가 많지만 동시에 비수혜 인구도 많은 지역으로 나타났고, 정방동과 중앙동은 적은 수의 거점공 간으로 전 지역민이 수혜를 입는 사례로 확인되었다. 아울러, 시민 설문조사를 통해 거주 지역별 문화예술 관람 횟수 를 비교한 결과, 문화생활권 수혜율이 높은 지역일수록 관람 빈도가 높은 경향이 확인되었다. 본 연구는 문화정책의 공간적 효과를 인구 단위로 측정할 수 있는 실증적 분석틀을 제시하며, 향후 생활권 중심 문화 인프라 배치 전략에 기초 자료를 제공한다.
