Amid accelerating globalization and regional economic transformation, the mobility of highly skilled talents has emerged as a key factor in regional innovation capacity and sustainable growth. This study aims to examine the effects of the entrepreneurial environment (market, resources, and institutional norms) and innovative decision-making on mobility intention among college students in Liaoning Province, China, and to empirically analyze the mediating role of decision logic. This research addresses the theoretical gap in previous studies, which have not sufficiently explained the relationship between entrepreneurial environment and mobility intention, and highlights the need for specialized insights tailored to the Chinese regional college student population. Analysis using structural equation modeling and bootstrap techniques revealed that all three components of the entrepreneurial environment exert a significant positive influence on decision logic, and that decision logic plays an important mediating role in mobility intention. Notably, innovative decision-making was identified as the variable with the most substantial direct impact on mobility intention. This study provides practical evidence for developing regional entrepreneurial ecosystems and entrepreneurship education policies and holds academic and practical value by deepening the theoretical understanding of the cognitive mechanisms underlying students’ mobility intentions.

글로벌화 및 지역경제 구조 전환이 가속화됨에 따라 고급 인재의 이동은 지역 혁신 역량 과 지속가능한 성장의 핵심 요소로 부각되고 있다. 본 연구는 랴오닝성 대학생을 대상으로 창업 환경(시장, 자원, 제도적 규범)과 혁신적 의사결정이 이동 의향에 미치는 영향을 규명하 고, 의사결정 논리의 매개효과를 실증적으로 분석하는 데 목적이 있다. 이러한 연구는 기존 의 창업 환경 연구가 이동 의향과의 관계를 충분히 설명하지 못했던 이론적 공백을 보완하 며, 중국 지역 대학생 집단에 대한 특화된 시사점을 제공할 필요성이 있다. 구조방정식 모형 과 부트스트랩 기법을 활용한 분석 결과, 창업 환경의 세 가지 구성요소가 모두 의사결정 논리에 유의미한 정(+)의 영향을 미치며, 의사결정 논리는 이동 의향에 중요한 매개효과를 가지는 것으로 나타났다. 특히 혁신적 의사결정은 이동 의향에 가장 큰 직접적 영향을 주는 변수로 확인되었다. 본 연구는 지역 차원의 창업 생태계 구축과 창업 교육 정책 개발에 실무 적 근거를 제시하며, 대학생 이동 의도의 인지적 메커니즘을 이론적으로 심화했다는 점에서 학술적·실천적 가치를 갖는다.
