The purpose of this study is to analyze the structural and institutional factors that generate political polarization in Osaka’s local politics, and also to examine the reason why the locally-oriented party becomes subsumed under the ruling coalition at the national level. This paper is structured as follows. The second section analyzes the Osaka Restoration Party’s (ORA) dual party identity as a ‘reformist conservative’ in comparison to the progressive governors of the 1955 system era. ORA’s party identity as a ‘reformist’ group at the local level is characterized by its competitive stance against the existing political and bureaucratic system, while its conservative policy pursuit derives mostly from neoliberal preferences such as deregulation and privatization. The third section illuminates upon the structural and institutional factors that generate polarization in Osaka’s local politics, with particular focus on governor-assembly conflicts and ORA’s strategic maneuvering in creating the “ORA vs. non-ORA” framework in electoral and political competition. The fourth section discusses the process through which ORA becomes subsumed under the Liberal Democratic Party-led ruling coalition by tracing the case of ‘free education policies’ that became incorporated into the issue of constitutional revision under the second Abe Administration. The case study highlights that ORA’s unique party identity as the representative of the Osaka/Kansai region in fact hinders the party’s expansion in the national context, which poses a strategic dilemma for the ORA. In other words, the party must highlight its reformist, non-establishment aspects at the local level while it seeks to establish political influence at the national level by partially cooperating with the ruling coalition. The ORA’s local-embeddedness, neoliberal inclinations, and the party identity that emphasizes its reformist images, generate and aggravate the polarization of Osaka’s local politics, while simultaneously devising incentives for the party to become subsumed under the ruling coalition at the national level.

본 연구의 목적은 오사카 지방정치에서 ‘양분화’라 불릴 수 있는 극단적 대립 현상이 왜 발생하고 있는지에 대한 구조적・제도적 원인을 밝히는 한편, 지역정당이 국정 차원에서는 집권 여당에 포섭되는 요인을 규명하는 데 있다. 논문의 구성은 다음과 같다. 제2절에서는 ‘개혁보수’라는 정당 정체성을 중심으로 유신회의 이념적 양면성을 분석하고, 이를 과거 개혁파 지사들과의 비교를 통해 고찰한다. 제3절에서는 오사카 지방정치의 양분화 양상이 나타난 제도적・구조적 요인에 대해, 자치단체장과 지방의회 간의 갈등, 그리고 유신회의 전략을 중심으로 살펴본다. 유신회는 부의회 선거에서 선거구 획정을 조정함으로써 ‘유신 대 반유신’이라는 양분화된 선거 구도를 형성했으며, 오사카 도구상과 같은 대중성 높은 이슈를 부각시키고, ‘더블크로스 선거’ 등의 전략을 통해 정치적 양분화를 유도하는 데 성공했다. 제4절에서는 교육 무상화 사례를 중심으로, 국가와 지방정부 간의 관계 속에서 ‘개혁보수’ 정당이 집권 여당으로 포섭되는 과정을 분석한다. 제2차 아베 정권기(2012~2020) 동안, 유신회는 ‘교육 무상화’를 매개로 헌법개정을 추진하던 아베 정권과 2013년 참의원 선거를 계기로 보조를 맞추기 시작하였으며, 이후 ‘개헌 세력’으로서 국정 차원에서 집권 여당에 포섭되는 모습을 보였다. 그러나 유신회의 ‘오사카’ 혹은 ‘간사이의 대표’라는 지역 정체성은 국정 차원의 지지 확대에 일정한 한계를 초래하며, 이는 자민당 체제나 관료제에 대응하기 위한 지방 및 중앙에서의 이중 전략 구사를 유도하게 된다. 이러한 분석을 통해, 유신회의 지방 내재성, 신자유주의적(보수적) 지향, 그리고 ‘개혁’을 중심축으로 하는 정당 정체성이 지방정치의 양분화를 심화시키는 동시에, 중앙 정치에서 집권 여당과의 타협을 촉진하는 요인으로 작용하고 있음을 주장한다.

서울대학교 일본연구소는 체계적이고 종합적인 일본 연구를 통하여 동아시아의 평화와 번영에 기여하는 것을 목적으로 2004년11월19일 설립되었다. 본 연구소는 서울대학교에서 일본지역학의 교육ㆍ연구 체제를 갖춘 국제대학원이 주관하며, 서울대학교의 다양한 학문 분야의 일본 관련 연구를 하고 있는 교수, 연구자들이 모두 참여하여 운영된다.
일본관련 자료의 수집과 정리, 정보네트워크 구축, 연구활동 지원, 대외적인 학술ㆍ인물 교류 등 일본연구의 기반을 조성하기 위한 그간의 실적을 토대로 하여 새롭게 출범한 서울대학교 일본연구소는 오늘날 국내외 정세의 변화를 배경으로 일본연구의 새로운 방향을 모색할 것이다. 이를 통하여 한국의 일본 연구 및 교육의 발전에 기여할 뿐 아니라, 국제사회에서 일본연구의 새로운 틀을 창출하는 데 적극적인 역할을 수행하고자 한다.
