The May 18 National Democratic Cemetery has functioned as a symbol of Korean democracy and as a space where collective memory resisting state violence is condensed. However, there has been a lack of systematic analysis regarding when, how, and on what discursive foundations this space was planned and institutionalized. This study aims to clarify the formation and reconstruction process of the democratic memory space by comparing and analyzing how the planning discourse of the May 18 National Democratic Cemetery was structured and how it evolved along institutional trajectories over time. To this end, the study uses as primary sources the 1994 report Toward a Global Sanctuary of Democracy: The May 18 Gwangju Memorial Project written under the direction of Han Sang-jin et al., and the 2022 policy proposal Development Plan for the May 18 National Democratic Cemetery authored by Lee Geon-geun et al. The research method is a qualitative text analysis centered on these two proposals, employing Pierre Nora’s concept of lieux de mémoire and Stephen Woodside’s consumer narrative theory as theoretical frameworks. The analysis reveals that the 1994 proposal presented an idealistic plan grounded in place identity, civic participation, and educational function, emphasizing the political and affective practice of democratic memory. In contrast, the 2022 proposal is structured as a policy document focused on pragmatic operation and administrative efficiency. This contrast shows how the planning and practice of memory spaces shift according to the demands of the time. Finally, the paper argues that a democratic memory space should be a living site of participatory and educational engagement rather than a mere commemorative facility, and suggests that the findings can serve as foundational material for future memory policy that incorporates cultural parkification and international solidarity.

국립5·18민주묘지는 한국 민주주의의 상징이자, 국가폭력에 저항한 집단기억이 응축된 공 간으로 기능해왔다. 그러나 이 공간이 언제, 어떻게, 어떤 담론을 바탕으로 기획되고 제도화되었는지에 대한 체계적인 분석은 아직 부족한 실정이다. 본 연구는 국립5·18민주묘지의 기획 담론이 어떻게 구성 되었으며, 그 이후 어떤 제도적 경로를 따라 변화해왔는지를 비교·분석함으로써, 민주기억 공간의 형성 과 재구성 과정을 밝히고자 한다. 이를 위해 1994년 한상진 등이 집필한 ‘5·18광주기념사업을 위한 세 계민주성지를 가다’와 2022년 이건근 등이 생산한 ‘국립5·18민주묘지 발전방안 수립연구’를 주요 분석 자료로 삼았다. 연구 방법은 이 두 제안을 중심으로 한 질적 텍스트 분석이며, 이론적 틀로는 Pierre Nora의 기억장소 개념과 Stephen Woodside 등의 소비자 내러티브 이론을 활용하였다. 분석 결과, 1994년 제안은 장소성·참여성·교육성에 근거한 이상적 기획으로, 민주기억의 정치성과 감성적 실천을 강조한 반면, 2022년 제안은 실용적 운영과 행정적 효율성을 중심으로 한 정책 제안으로 구조화되었음 이 확인되었다. 이는 기억 공간이 시대의 요구에 따라 실천방식과 기획방향이 달라질 수 있음을 보여준 다. 마지막으로, 이 논문은 민주기억 공간이 단순한 추모시설이 아닌 시민 참여적이고 교육 중심적인 살아 있는 기억의 장이어야 함을 제안하며, 향후 문화공원화 및 국제적 연대를 고려한 기념정책의 방향설정에 기초자료로 활용될 수 있다는 점에서 이론적·정책적 의의를 갖는다.
