This paper analyzes the realities of the cultural publication project as presented in China’s 11th Five-Year “National Cultural Development Plan”(2006-2010) and its core theory, the “Book Road.” This cultural development plan includes a total of five projects, among which the publication of the “Library of Genuine Chinese Books Overseas” encompasses numerous facsimiles and commentaries of old Korean books. The term ‘Chinese books,’ as used by China, refers to all books written in ancient Chinese characters, or Hanzi. Specifically, it defines books written in Chinese characters by intellectuals from countries that use these characters as their official script as ‘Chinese books.’ Consequently, if ancient Korean history was written in Chinese characters, it is considered part of the heritage of Chinese culture. This project particularly established the theory of the ‘book road,’ distinguishing it from the Silk Road. While the Silk Road was a conduit for material exchange initiated for commercial purposes, serving as a route for cultural exchange between the East and the West, the ‘book road’ is argued to be a pathway for spiritual exchange, where books written in Chinese characters, the essence of Chinese culture, permeated the cultural spheres of East and Southeast Asia. I believe that this issue should be approached from the perspective of world civilization history. The archetypes of Western culture, formed in Ancient Greek and Latin, are not the cultural heritage of any specific country but rather the universal heritage of humanity. Similarly, even if the archetypes of East Asian culture originated in China, it cannot be said that the cultural heritages of Korea, Japan, and other Asian countries are merely products of Chinese heritage. This paper was written to shed light on the realities and theories of The Cultural Publication Project, which remains relatively unknown to both academia and the public in Korea. Regarding this issue, which is continually raised between Korea and China, there is a significant need for research and discussion across various academic fields, including literature, history, philosophy, bibliography, and cultural anthropology.

중국의 동북공정(2002~2007)과 거의 같은 시기에 진행되었던 ‘문화 공정’ 가운데 ‘국가 중대 출판 공정’은 국내에 거의 알려지지 않았다. 중국 제11차 5개년 (2006~2010) ｢문화발전계획강요｣에 따르면, 문화공정에는 ｢문화·정보자원공유 공정｣, ｢방송·영상 디지털화 공정｣, ｢국가 중대 출판공정｣, ｢국가 중대 역사 소재 미술창작 공 정과 20세기 미술작품 수장 공정｣, ｢신장·티베트·내몽골 소수민족 언어·문자 출판공정｣ 등 총 다섯 항목의 국가 프로젝트가 포함되었다.이 가운데 ‘문화·출판 공정’에 의해 출 간된 『역외한적진본문고(域外漢籍珍本⽂庫)』(2007~2018, 총 5집 429책)에는 방대한 양의 우리 문헌 유산이 수록되었다. 이 공정이 규정한 ‘역외’ 한적에는 전근대 해외 문 인이 한자를 사용해 저술한 모든 서적까지 포함하고 있다. 그 중심 이론은 ‘한적의 길’ (漢籍之路; Book Road)이라는 문명·문화 교류사적 개념이다. 즉, 중화문화의 정수인 한자로 쓴 한적은 중국의 정신문화를 담고 있는데, 이것이 전파·수용되는 무형의 통로 가 바로 ‘한적의 길’이다. 이 이론은 동서 문화교류의 루트였던 종전의 실크로드(Silk Road)를 ‘물질문화’ 교류의 통로로 규정하는 문제점을 드러냈다. 이 논문은 이 공정에 대한 실체적 접근을 통해 관련 연구와 출판 현황 그리고 ‘한적의 길’이라는 핵심 이론의 형성 과정과 문제점을 분석하였다.
