In Jeollabuk-do Special Self-Governing Province, the number of students with immigrant backgrounds has been steadily increasing every year, especially in rural and fishing villages. The ratio of the number of students with immigrant backgrounds (9,010) to the total number of students (178,795) is 5.03%, the fourth highest among the 17 cities and provinces nationwide. Accordingly, a change in the direction of multicultural education policy is required, and this study aimed to seek ways to improve Jeollabuk-do's multicultural education policy. To this end, a survey was conducted of 221 teachers at multicultural education policy schools in Jeollabuk-do, students with immigrant backgrounds, and their parents, and individual in-depth interviews (IDI) were conducted with 14 teachers and experts from inside and outside the province. The results of the analysis of the awareness and needs survey on Jeollabuk-do's multicultural education policy showed that there was a high demand in the field of education for customized Korean language and supplementary curriculum programs, expansion of bilingual education, and introduction of intercultural citizenship education, and issues were raised regarding the on-site feasibility, connectivity, and sustainability of policy implementation. Based on this, the direction of the North Jeolla Province multicultural education policy was suggested by applying the multidimensional policy analysis model (normative, structural, compositional, and technological dimensions) of Cooper et al. First, at the normative level, establishing an educational vision based on interculturalism and establishing business goals from a strengths perspective; second, at the structural level, expanding dedicated personnel and improving the support system through regional centers; third, at the compositional level, expanding opportunities for parents and students with immigrant backgrounds to participate in policies and strengthening cooperation with the local community; and fourth, at the technological level, improving AI-based customized learning support and data-based feedback system. This study has academic and practical significance in that it presents effective practical alternatives through a multidimensional approach based on a survey of the awareness and needs of the educational community.

전북특별자치도는 농산어촌 지역을 중심으로 이주배경학생 수가 매년 지속적으로 증가하고 있으며, 전체 학생 수(178,795명) 대비 이주배경학생 수(9,010명) 비율은 5.03%로 전국 17개 시도 중 네 번째로 높다. 이에 따른 다문화교육 정책의 방향 전환이 요구되고 있어서 본 연구는 전북 다문화교육 정책의 개선 방향을 모색하는 데 목적을 두었다. 이를 위해 전북 도내 다문화교육 정책 학교 교원과 이주배경학생 및 학부모 221명을 대상으로 설문조사와 도 내외 교원 및 전문가 14명을 대상으로 개별심층인터 뷰(IDI)를 실시하였다. 전북 다문화교육 정책에 대한 인식 및 요구 조사 분석 결과, 교 육현장에서는 맞춤형 한국어 및 교과 보충 프로그램, 이중언어교육 확대, 상호문화 시 민성 교육 도입 등에 대한 수요가 높게 나타났으며, 정책 실행의 현장성, 연계성, 지속 가능성에 대한 문제점이 제기되었다. 이를 바탕으로 Cooper 등의 다차원 정책분석 모 형(규범적, 구조적, 구성적, 기술적 차원)을 적용하여 전북 다문화교육 정책의 방향을 제언하였다. 첫째, 규범적 차원에서 상호문화주의 기반의 교육 비전 정립 및 강점 관점 (strengths perspective)의 사업 목표 수립, 둘째, 구조적 차원에서 전담 인력 확충과 광 역센터를 통한 지원체계 고도화, 셋째, 구성적 차원에서 이주배경 학부모와 학생의 정 책 참여 기회 확대 및 지역사회 협력 강화, 넷째, 기술적 차원에서 AI 기반 맞춤형 학습 지원 및 데이터 기반 환류 체계 개선. 본 연구는 교육공동체의 인식 및 요구조사를 토 대로 다차원적 접근을 통해 실효성 있는 실천적 대안을 제시했다는 데에 학술적 및 실 천적 의의가 있다.
