This paper aims to explore future directions for public education innovation by analyzing the characteristics and background of secondary education innovation in regions recently selected as exemplary cases of the Educational Development Special Zone project. The Educational Development Special Zone project, implemented in 2024, is a policy that promotes locally customized educational innovation by utilizing regional conditions and resources, with 40 locations selected and various educational experiments being conducted. This paper examines secondary education curriculum innovation cases in three main categories. The first type includes Cheonan in South Chungnam Province and North Jeolla Province, which attempted curriculum innovation linked to industry, centered on vocational high schools, to create conditions for local settlement in response to youth population outflow. The second type includes Jeongseon in Gangwon Province and Goyang in Gyeonggi Province, which attempted unique curriculum operations utilizing local organizations and infrastructure. The third type analyzes the special zones of Bonghwa and Andong-Yeecheon in North Gyeongsang Province, which implement competitive international and multicultural education utilizing regional conditions. The implications these regions provide to other cities and provinces are the need for efforts to respond to recent policy changes at the high school education level, the importance of educational branding utilizing local characteristics and conditions, and the necessity of substantiating AI and digital advanced fields in the curriculum.

이 글은 최근 교육발전특구 사업의 우수사례로 선정된 지역에서 중등교육 분야의 혁신을 정리하고 추진 배경과 특징을 분석함으로써, 향후 공교육 혁신의 방향을 탐색하는 데 그 목적이 있다. 2024년 시행된 교육발전특구 사업은 지역의 여건과 자원을 활용하여 지역맞춤형 교육 혁신을 유도하는 정책으로 총 40곳이 선정되어 다양한 교육실험이 벌어지고 있다. 이 글에서는 크게 세 가지 유형으로 중등교육과정 혁신 사례를 나누어 검토하였다. 첫째 유형은 청년인구 유출에 대응하기 위하여 지역 정주 여건을 조성하기 위해서 직업계고를 중심으로 산업 연계 교육과정 혁신을 시도한 충남 천안과 전북, 둘째 유형은 지역의 조직과 인프라를 활용하여 그 지역만의 독특한 교육과정 운영을 시도한 강원 정선과 경기 고양, 셋째 유형은 지역의 여건을 활용하여 경쟁력있는 국제화·다문화교 육을 실시하는 경북 봉화와 안동·예천 특구를 분석하였다. 이 사례들이 타 시· 도에 주는 시사점은, 최근 고교교육 단계에서의 정책 변화에 부응하기 위한 노력 이 필요하다는 점, 지자체의 특성과 여건을 활용한 교육브랜드화가 중요하며, AI·디지털 첨단 분야에 대한 교육과정 내실화가 뒷받침되어야 한다는 점이었다.
