This study aims to compare the AI strategies and governance frameworks of major countries, including the United States, the United Kingdom, Germany, Canada, and Singapore, to analyze the differences in national approaches to AI development and application. AI has emerged as a transformative technology driving economic and societal changes, with common features such as investments in R&D, ethical regulations, talent development, industrial applications, and international cooperation forming systematic governance frameworks to secure technological leadership. The findings reveal that the United States focuses on fundamental research and commercialization through its National AI Institutes, while the United Kingdom emphasizes ethical AI and public value realization centered around the Alan Turing Institute. Germany seeks a balance between industrial innovation and regulation through its six AI Centers of Excellence, and Canada positions itself as a global AI research hub under the Pan-Canadian AI Strategy. Finally, Singapore prioritizes trust and transparency through initiatives like AI Singapore and the AI Verify Foundation. However, shared challenges such as technological disparities, limited participation of small and medium-sized enterprises (SMEs), and restricted data access were identified across these frameworks. This study provides insights into the characteristics and limitations of AI governance in leading nations, offering implications for global cooperation and sustainable technological development.

본 연구는 미국, 영국, 독일, 캐나다, 싱가포르 등 주요국의 AI 추진체계와 거버넌스 특징을 비 교하여 AI 기술 발전과 활용에서 나타나는 국가별 전략의 차이를 분석하고자 한다. AI는 경제적, 사회적 변화를 이끄는 핵심 기술로 자리 잡았으며, 공통적인 특성으로는 연구개발 투자, 윤리적 규제, 인재 양성, 산업적 응용, 국제 협력 등을 포함한 체계적인 거버넌스를 통해 기술적 우위를 확보하려는 노력을 기울이고 있다. 연구 결과, 미국은 국립 AI 연구소를 통해 기초 연구와 상용 화에 중점을 두고 있으며, 영국은 앨런 튜링 연구소를 중심으로 윤리적 AI와 공익적 가치 실현에 초점을 맞추고 있다. 독일은 6개의 AI 우수센터를 통해 산업 혁신과 규제 간 균형을 추구하며, 캐나다는 Pan-Canadian AI 전략으로 글로벌 AI 연구 허브의 역할을 수행한다. 마지막으로 싱 가포르는 AI Singapore와 AI Verify Foundation을 통해 신뢰성과 투명성을 강화하는 데 주력 하고 있다. 그러나 이러한 추진체계에는 기술 격차, 중소기업의 참여 부족, 데이터 접근성과 같은 공통된 과제도 확인되었다. 본 연구는 주요국의 AI 거버넌스 특징과 한계를 분석함으로써 글로벌 협력과 지속 가능한 기술 발전을 위한 시사점을 제시한다.
