This study aims to analyze the contents and characteristics of low fertility response policies currently being implemented in Jeonbuk Special Self-Governing Province, where natural population decline continues to intensify. Based on document analysis and policy data from the province and its 14 cities and counties, the study compares and examines the types, fiscal structures, target groups, and implementation mechanisms of both new and continuing projects related to low fertility. In 2025, Jeonbuk plans to carry out a total of 71 projects, including 34 new initiatives and 37 ongoing programs. The new projects primarily focus on providing substantial economic support to youth, newlyweds, and early-stage parenting households, and emphasize integrated service packages, increased paternal involvement in childcare, region-specific policies, strengthened public healthcare, and institutional reform. These projects are largely funded by provincial budgets. In contrast, continuing projects prioritize the stable operation and expansion of existing programs, focusing on youth self-reliance and enhanced parenting support, and are characterized by a higher share of municipal funding and central-local collaborative structures. The study draws several policy implications. First, Jeonbuk Province must establish a long-term vision and strategic framework for addressing low fertility. Second, the policy focus should shift from fragmented cash assistance to the expansion of childcare infrastructure. Third, an integrated policy package is required to address low fertility, encompassing housing, employment, childbirth, and child-rearing support in a cohesive manner. Fourth, a policy shift is needed to recognize low fertility as a complex and structural issue, calling for the development of region-specific strategies, the establishment of an integrated policy coordination system, and the proactive utilization of the Local Extinction Response Fund through long-term project planning. Lastly, it is imperative for the central government to establish a “Ministry of Population” to comprehensively address the issue of low fertility.

이 연구는 인구감소가 지속되고 있는 전북특별자치도에서 추진 중인 저출생 대응정책의 내용과 특징을 종합적으로 분석하고, 그 특성을 제시한 후 정책적 시사점을 도출하는 것을 목적으로 한다. 연구는 문헌조사 및 전북특별자치도와 14개 시군의 정책 자료를 바탕으로, 정책 유형, 재정 구조, 대상 계층, 실행 방식 등을 중심으로 전북특별자치도의 저출생 관련 신규사업과 계속사업을 비교· 분석하였다. 연구 결과, 2025년 전북특별자치도는 총 71개 저출생 대응사업을 추진하고 있으며, 이 중 34개는 신규사업, 37개는 계속사업이다. 신규사업은 청년·신혼부부·초기양육 가구를 중심으로 경제적 실질 지원, 패키지형 복합서비스, 남성 육아참여 확대, 지역 맞춤형 정책, 공공의료 강화, 제도 개선을 중 점으로 설계되었으며, 도비 중심의 재정 구조를 가지고 있었다. 반면 계속사업은 정책의 안정적 운 영과 확대에 초점이 맞추어져 있으며, 청년의 자립 기반 구축과 양육 지원 강화가 주요 내용으로, 시군비 비중이 높고 중앙-지방 협력형 구조로 운영되었다. 이러한 분석결과를 토대로 연구의 시사점을 제시하면 다음과 같다. 첫째, 저출생 정책에 대한 전 북특별자치도의 중장기적 비전과 전략이 필요하다. 둘째, 단편적 현금지원에서 양육 인프라 중심으 로 전환이 필요하다. 셋째, 저출생 대응을 위한 통합형 패키지 정책 설계가 필요하다. 넷째, 저출생 문제를 복합적‧구조적 과제로 인식하는 정책 전환과 지역 맞춤형 정책 특성화와 정책 간 연계관리 체계 구축이 요구된다. 다섯째, 지방소멸대응기금의 적극적 활용과 사업의 장기적 플랜이 필요하다. 마지막으로 중앙정부에 저출생 대응을 전담하는 부단위 조직의 신설이 필요하다.
