This study aims to investigates the networks and governance structures of online vocational education and training (VET) systems in leading nations, emphasizing their adaptability to the surge in online learning driven by the COVID-19 pandemic. We analyze two primary governance models; market-driven and state-regulated bureaucratic, evaluating their respective advantages and disadvantages in areas such as funding, content development, and accessibility. Drawing social network theory, the research examines the collaborations among key stakeholders, including VET institutions, private companies, and governmental bodies, in the design and delivery of online VET content. Through case studies of prominent online VET institutions across the United States, Europe, and Australia, it highlights varying networking strategies and governance mechanisms prevalent in each region, considering factors such as institution type (e.g., community colleges, universities, and private organizations), the online learning platforms employed, and the methodologies for content development and dissemination. Ultimately, this study identifies best practices and propose optimal governance frameworks and networking strategies to enhance the effectiveness and accessibility of online VET, with particular implications for the development of South Korea's own online vocational education system.

본 연구는 주요 국가들의 온라인 직업교육훈련 시스템의 네트워크 및 거버넌스 구조를 조사하는 것을 목표로 하 며, COVID-19 팬데믹으로 인해 증가한 온라인 학습에 대한 중요성을 강조한다. 시장 주도 모델과 정부 주도 모델 의 두 가지 주요 거버넌스 모델을 분석하고, 자금 지원, 콘텐츠 개발 및 접근성과 같은 분야에서의 각각의 장점과 단점을 평가한다. 사회 네트워크 이론을 바탕으로, 본 연구는 직업교육훈련 기관, 민간 기업, 정부 기관을 포함한 주 요 이해관계자 간의 협력을 조사하여 온라인 직업교육훈련 콘텐츠의 설계 및 전달을 분석하였다. 미국, 유럽, 호주 전역의 저명한 온라인 직업교육훈련 기관에 대한 사례 연구를 통해 각 지역에서 나타나는 다양한 네트워킹 전략과 거버넌스 메커니즘을 강조하며, 기관 유형, 온라인 학습 플랫폼, 콘텐츠 개발 및 전파 방법론과 같은 요인을 고려한 다. 궁극적으로 본 연구는 온라인 직업교육훈련의 효과성과 접근성을 향상시키기 위한 최적의 거버넌스 프레임워크 와 네트워킹 전략을 제안하며, 특히 한국의 온라인 직업교육훈련 시스템 개발에 중요한 함의를 제공한다.
