This paper conducted an empirical study on dialogue policing in rallies and demonstrations targeting both rally participants and police officers. The dialogue policing system is significant in that the police actively communicate with rally participants to establish a peaceful rally and demonstration culture. It would be interesting to find out what kind of perceptions rally participants and police officers have of the dialogue policing system that has been promoted so far. There is a significant difference between rally participants and police officers regarding dialogue policing. In terms of perception of dialogue policing (police 4.07/ rally participants 2.73), communication between rally participants (police 3.31/ rally participants 2.91), verbal arguments (police 3.39/ rally participants 2.82), and reduction in police officer injuries (police 3.39/ rally participants 2.82), rally participants gave lower evaluations than the police. However, both groups showed above-average evaluations in terms of preventing conflicts among rally participants (police 3.90/rally participants 3.30), reducing noise during rallies (police 3.26/rally participants 3.92), and reducing injuries to rally participants (police 3.39/rally participants 4.32). Policy tasks based on these analysis results are as follows: First, in order to successfully establish the dialogue policing system, professional personnel should be trained and educational programs should be developed. Second, education is required on the process of carefully listening to what rally participants say, empathizing with what they demand, coordinating the decision-making and actions of rally participants, and strategically taking appropriate measures according to changing situations. Third, police at rally sites need practical education on mediating and managing conflicts, and communication education is required to form a bond with rally and demonstration groups. Fourth, negative perceptions of dialogue policing within police organizations should be eliminated. Fifth, empirical and scientific evidence on the operation of the dialogue policing system should be accumulated. Finally, the curriculum for dialogue police should include education that provides laws and prior knowledge related to assembly and demonstration, and allows them to independently acquire and analyze related information.

본 논문은 집회시위에 있어서 대화경찰에 대하여 집회참가자와 경찰관을 대상으로 경험적 연구를 실시하였다. 대화경찰제도는 경찰이 집회참가자와 적극적인 소통을 통 하여평화적인 집회시위 문화를 정착시키는데 의의가 있다. 그동안추진되어 온 대화경 찰제도가 집회참가자와 경찰관이 어떠한 인식을 지니고 있는지 알아보는 것은 흥미로 운 일이다. 대화경찰에 대한 집회참가자와 경찰 간에는 상의한 차이가 있다. 대화경찰 인지(경찰 4.07/ 집회참가자 2.73), 집회 주체 간 소통(경찰 3.31/ 집회참가자 2.91), 언 어적 다툼(경찰 3.39/ 집회참가자 2.82) 경찰관의 부상 감소(경찰 3.39/ 집회참가자 2.82) 등에서는 경찰보다 집회시위자는 보통 이하의 평가를 하고 있다. 그러나 대화경 찰의 도입이 집회참가자들 간 갈등 방지(경찰 3.90/ 집회참가자 3.30), 집회 시 소음 감 소(경찰 3.26/ 집회참가자 3.92), 집회참가자의 부상 감소(경찰 3.39/ 집회참가자 4.32) 등에 있어서는 두 집단 모두 보통으로 나타났다. 이러한 분석 결과에 따른 정책과제는 첫째, 대화경찰제도의 성공적인 정착을 위해서는 전문 인력을 양성하고 교육프로그램 을 개발해야 한다. 둘째, 집회참가자들의 말을 주의 깊게 경청해야 한다. 그들의 요구사 항이 무엇인지를 인식하고, 집회참가자들의 의사표시와 행동들을 살피고, 상황의 변화에 따른 적절한 대응을 전략적으로 수행하는 등의 교육이 요구된다. 셋째, 집회 현장에 서의 경찰은 갈등의 중재 및 관리 등 실무적 교육이 필요하며, 집회시위 단체와 유대감 형성을 위한 의사소통 교육이 요구된다. 넷째, 대화경찰에 대한 경찰조직 내부의 부정 적인 인식을 탈피해야 한다. 다섯째, 대화경찰 제도 운용의 실증적·과학적 증거 축적이 필요하다. 마지막으로 대화경찰관들의 교육 현장에서 집회와 시위에 대한 법령과 전문 지식을 전달하여야한다. 또한경찰관스스로대화경찰에 대한 정보를 습득하고 파악할 수 있는 지식교육이 포함되어야 한다.
