This study examined the overall current conditions of child abuse prevention efforts and problems with service support system from various viewpoints and sought plans aimed at preventing child abuse and protecting the victims of the abuse. First, based on the current service system, efforts need to be made to improve welfare policies and practices for children victimize by the abuse. As mentioned above, people need to change their perception of child abuse through followings: granting a specialized child abuse counselor a right to investigate, temporary suspension and limitation of parental rights of child abuser, the parent. the revision of child abuse related law, a consistent campaign against child abuse and child abuse prevention education.Second, although intervention is needed after child abuse, aggressive prevention efforts should be made in the first place to protect children against abuse that inflicts a fatal blow to their development. To this end, case management quality improvement, the development and application of various programs, and the enhancement of counseling and therapy services for abusers should be accomplished.Third in the end, children can be most effectively protected by the family and the community. Therefore, the community needs to enhance the building of a specialized child abuse institution, a judiciary agency, a healthy care agency, an education institution and other support systems for the prevention of child abuse and the treatment of abusers. Also, handling with child abuse issues, private social welfare agencies and welfare workers should have expertise and training system to work as core expert groups. Using specialized knowledge on child abuse, they should provide appropriate counseling and therapy services, connect with victims through information on community resources and work aggressively to create social services.Therefore, while making a family maintain its functions as much as possible, social workers should intervene in child abuse and treatment of victims and abusers. Above all, they need to develop precautionary programs to prevent child abuse.Consequently, the child protection system to prevent child abuse can be developed and matured only when a government’s human and financial support increases to guarantee the appropriate functions of the system.

본 연구는 우리나라 아동학대예방사업의 현황 전반과 서비스지원체계의 문제점을 다각적으로 검토해 보고 학대아동의 예방과 보호를 위한 발전방안을 모색해 보았으며, 효과적인 발전방안으로는 첫째, 현재의 서비스체계를 토대로 보다 바람직한 학대아동을 위한 복지정책 및 복지실천방향을 개선해 나가는 노력이 필요하다. 앞에서도 언급했듯이 먼저, 전문상담원의 조사권부여와, 학대행위자인 부모의 친권 일시정지 및 제한, 학대행위자 치료 상담에 강제적으로 참여할 수 있도록 하는 등의 관련법규의 개정과 아동학대에 대한 지속적인 홍보활동과 아동학대 예방교육을 통해 아동학대에 대한 대국민 인식전환이 필요하다.둘째, 학대행위 발생 후 개입하는 것도 필요하지만, 아동발달에 치명적인 치명적 손상을 입히는 학대가 발생하지 않도록 예방사업을 활성화 하는 것도 무엇보다 중요하며, 사례관리의 질적 수준이 제고되고 재학대 예방을 위한 다양한 프로그램을 개발하고 제공해야 하며, 학대 행위자에 대한 상담 및 치료서비스 강화해야 하겠다. 셋째, 아동보호는 결국 가정과 지역사회의 보호가 가장 효과적이기 때문에 지역 내 전문기관과 사법기관, 보건의료기관, 교육기관 등 치료와 예방을 위한 지원체계 구축이 강화되어야겠다. 또한 민간 사회복지기관과 사회복지사들은 아동학대 문제를 다룰 때는 핵심적인 전문집단으로 일할 수 있는 전문성과 훈련 체계를 갖추지 않으면 안 될 것이다. 아동학대에 전문적 지식을 활용하여 적절한 상담과 치료 서비스를 제공하고 지역사회의 자원에 대한 정보를 가지고 피해자에게 연결하며, 필요한 사회적 서비스를 창출하는데 적극적인 역할을 수행해야 한다. 따라서 사회복지사는 가족의 기능을 최대한 유지하도록 개입, 치료하여야 할 것이며 무엇보다도 학대가 일어나지 않도록 예방차원의 프로그램을 개발하고 전환시키는데 노력을 기울여야 할 것이다.마지막으로 이상과 같은 학대아동의 보호와 예방을 위한 아동보호체계의 성숙과 발전을 위한 대안의 가능성은 정부의 인적․재정적 지원 수준이 아동보호체계의 제 기능을 담보할 수 있는 수준까지 높아져야 만이 가능 할 것이다.
