This study empirically evaluated the effectiveness of the 2023 Restorative Justice Program implemented by the Ministry of Justice in Korea, targeting 332 juvenile offenders subject to community supervision or court-ordered educational measures. The participants were predominantly male (79.8%), with an average age of 16, and most were high school students living with both parents. The most frequent offenses included assault and theft, and the majority were first-time offenders. Post-program analysis revealed statistically significant improvements in participants’ perceptions of legal certainty and a notable shift from a retributive justice orientation to a restorative perspective. Core psychosocial variables —such as self-concept, victim empathy, shame, responsibility, sense of community, attachment to probation officers, and reflection on harm—also showed meaningful positive changes. However, no significant changes were found in legal knowledge (victim awareness) and recidivism deterrence, suggesting limitations in modifying deeply ingrained cognitive patterns through short-term interventions. Subgroup analyses found no significant differences in program effects based on gender or prior offending history, but middle school participants demonstrated greater improvements in community awareness than high school participants. Furthermore, the educational order group showed more pronounced gains compared to the probation group, implying that restorative interventions may be particularly effective for early-stage offenders. Since its inception in 2019, the program has consistently demonstrated short-term effectiveness. This study contributes empirical evidence of its impact through quantitative analysis. Future research should incorporate longitudinal designs to assess long-term recidivism outcomes and develop comprehensive evaluation frameworks that address both cognitive and behavioral change.

본 연구는 2023년 법무부 주관으로 시행된 회복적 이음 프로그램의 효과성을 실증 적으로 평가하기 위해 보호처분 청소년 332명을 대상으로 수행되었다. 프로그램 참 여자는 보호관찰 또는 수강명령 처분을 받은 청소년으로 구성되었으며, 성별, 학력, 비행 이력, 보호력 등 다양한 배경 정보를 기반으로 분석이 이루어졌다. 프로그램 참 여 전후 자기개념, 피해공감, 수치심, 책임감, 공동체 의식, 보호관찰관 애착, 피해 반 성 등의 핵심 변인에서 유의미한 향상이 확인되었고, 처벌에 대한 인식도 응보 중심 에서 회복 중심으로 전환되는 경향을 보였다. 반면, 피해상식과 재범 억제력 항목에 서는 통계적으로 유의한 변화가 나타나지 않았다. 하위 집단 분석 결과, 성별 및 비행 전력 유무에 따른 차이는 없었으나, 학력이 낮 은 집단(중학생)에서 공동체 의식의 인식 변화가 상대적으로 크게 나타났으며, 수강 명령 집단의 개입 효과가 보호관찰 집단보다 두드러졌다. 본 연구는 회복적 사법이 단기 개입을 통해 심리사회적 인식을 변화시킬 수 있음을 실증적으로 제시하였으며, 향후 장기적 효과 검증 및 유연한 운영방식 도입을 위한 후속 연구가 필요함을 시사 한다.
