Amid the reforming global supply chains into diversified supply chain, countries compete to attract companies relocating from China and to establish themselves as new supply chain hubs. This study conducted a survey based on the Structure-Conduct-Performance (SCP) model targeting foreign direct investment (FDI) firms operating in Korea, with the aim of identifying key investment decision factors enhancing Korea as a competitive investment hub. The main findings are as follows. First, analysis of how structural environmental changes affect firm behavior shows that “financial and tax systems” and “R&D and innovation environments” have a significant positive impact on corporate behavior. This indicates that these two factors play material roles in the behavior of foreign firms when investing in Korea. Second, government policies and global economic trends were found to have no statistically significant effect on firm behavior. This result suggests that foreign-invested firms in Korea are generally satisfied with their investments and show little intention to reduce or withdraw them. Finally, the study finds that changes in firm behavior significantly influence future investment decisions. Specifically, “the possibility of utilizing Korea as an R&D center due to the availability of highly qualified human resources” was found to have positive impacts on future investment decisions. This underscores the attractiveness of Korea as an R&D base for foreign investors, thanks to its abundant pool of skilled talent. These findings imply that in order to attract more FDI in the future, Korea should strengthen policies and strategies that enhance its potential as a test-bed through the creation of an innovative environment and as a center for R&D by leveraging its rich human capital.

글로벌 공급망 재편을 둘러싸고 각국은 중국이탈 기업과 새로운 공급망을 유치하기 위하여 경쟁하고 있다. 이에 본 연구는 국내에 진출한 외국인직접투자기업을 대상으로 SCP 모델을 이용하여 설문조사를 진행하고 한국이 경쟁력 있는 투자허브로 거듭나기 위한 투자결정 요인을 분석하였다. 분석의 주요결과는 다음과 같다. 우선 구조변화 환경가 기업행위의 변화에 미치는 영향을 분석한 결과, ‘금융 및 조세’와 ‘연구개발 및 혁신’ 환경요인은 기업행위에 유의한 정의 영향을 미치는 것으로 나타났다. 이는 외국인투자기업이 국내로 투자할 때 ‘금융 및 조 세’와 ‘연구개발 및 혁신’ 환경이 기업행위에 중요한 영향을 미치는 것을 의미한다. 다음, 정부정책과 글로벌 경제동향이 기업행위에 미치는 영향을 분석한 결과, 정부정책과 글로벌 경제동향은 기업행위의 변화에는 유의한 영향을 미치지 않는 것으로 나타났다. 이러 한 결과는 외국인투자기업이 국내투자에 대하여 만족도가 높거나 국내에 대한 투자에 대하여 감액투자 혹은 철수할 의향이 없음을 반 증하는 것이다. 끝으로, 기업행위의 변화가 기업의 향후 투자결정에 미치는 영향을 분석한 결과, ‘진출국의 우수한 인력확보로 R&D 센터로 활용가능성’ 이 기업의 향후 투자결정에 정의 영향을 미치는 것으로 나타났다. 이는 우수한 인력자원이 풍부한 한국이 외국인 투자자들에게 R&D 센터로의 매력도가 높음을 알 수 있다. 이상의 결과는 한국이 향후 외국인직접투자를 한층 더 유치하기 위한 전략으로 ‘풍부한 우수인력으로 R&D 센터로 활용가능성’과 ‘혁신환경의 조성으로 테스트베드로의 가능성’을 높이는 정책과 전략이 필요함을 시사한다.
