This paper presents three strategies that are differentiated from other regions in order to make Busan a leap forward as a ‘Top 10 start-up city in Asia’, and aims to make the creation of a so-called ‘Busan-type technology start-up ecosystem’ visible through the implementation of these strategies. To this end, this paper reviewed existing discussions related to the startup ecosystem and attempted three differentiated strategic approaches. The first short-term strategy sought to increase the ranking of the global startup ecosystem index to enhance the city brand of technology startups. The second mid-term strategy is a strategy to differentiate regional talent policy, which is a key element of technology startup, and derived detailed tasks of regional talent policy in five areas in the technology startup ecosystem. The third long-term strategy derived detailed tasks of future value investment and institutional improvement differentiation strategies for technology startups. Finally, the above analysis results are summarized and policy implications and limitations are described.

이 논문은 부산시가 목표로 하는 ‘아시아 TOP 10 창업도시’로의 도약을 위해 다른 지역과 차별화된 세 가지 전략을 제시하고, 이들 전략의 실천으로 이른바 ‘부산형 기술창업 생태계’ 조성이 가시화되는 것을 목적으로 한다. 이를 위해 이 논문에서는 스타트업 생태계 관련 기존의 논의를 검토하고, 차별화된 세 가지 전략적 접근을 시도하였다. 첫 번째 단기전략은 기술창업의 도시 인지도 제고를 위해 글로벌 스타트업 생태계 인덱스 순위 상승 방안을 모색하였다. 두 번째 중기전략은 기술창업의 핵심요소인 지역인재정책 차별화 전략으로 서 기술창업 생태계에서 5대 영역의 지역인재정책의 세부과제를 도출하였다. 세 번째 장기전략은 기술창업의 미래가치투자와 제도개선 차별화 전략의 세부과제를 도출하였다. 마지막으로 이상의 분석 결과를 요약하고 정책적 시사점과 한계에 대해 서술하였다.
