This study argues for the necessity of a new approach to regional museums amid the growing trend of their establishment. Through contemporary museum and regional museum discourses, as well as case studies, it highlights the evolving role of these institutions. Based on the new definition of museums adopted at the 2022 ICOM Prague Conference, the study explores museum discourse that emphasizes not only the realization of social value but also the expansion of visitor participation- driven content, the utilization of digital heritage and cultural resources, and the integration of both online and offline platforms. From this foundation, the study outlines regional museum discourse, including the expansion of the concept of collections through community-led initiatives and participation, the adoption of a “Public His’tree Model”, and the concept of an “Open Museum” that embraces inclusivity and the open utilization of collections. By presenting actual case studies alongside these discourses, the study underscores a community-driven approach, fostering an inclusive, open, and participatory relationship between museum collections and local communities. Ultimately, the research identifies key issues that need to be reconsidered in the establishment of regional museums in South Korea, proposing a new framework for regional museum activities and structures.

본 연구는 최근 지역박물관 건립이 확산되는 가운데, 동시대 박물관 및 지역박물관 담론과 사례연구를 통해 지역박물관에 대한 새로운 접근이 필요함을 주장한다. 이를 위해 2022년 ICOM 체코회의에서 채택된 박물관에 대한 새로운 정의를 토대로, 박물관의 사회적 가치 구 현과 더불어 관람객 참여형 콘텐츠 확대, 디지털 헤리티지와 문화자원 활용, 온·오프라인 병 행 구도의 박물관 담론을 제기하였다. 이에 기반한 지역박물관 담론으로는 지역사회 주도 및 참여에 따른 소장품 개념의 확장과 공공히스트리 모델, 포용성과 소장품의 개방적 활용 을 실천하는 열린박물관 개념 등을 정리하였다. 이처럼 제시된 지역박물관 담론과 병행한 실제 사례연구를 통해 지역의 자원인 소장품과 커뮤니티의 관계를 포용적이고, 개방적이며, 참여적인 형태로 감으로써 커뮤니티 주도형을 강조하였고, 궁극적으로 국내 지역박물관 건 립에서 필요한 지역박물관 활동과 구도를 새롭게 접근하게 될 쟁점을 도출하였다.
