This study aims to explore strategies for establishing an effective cultural and artistic support system that reflects the characteristics and needs of the region during the early stages of the Gunsan Cultural Tourism Foundation’s establishment. To this end, a Focus Group Interview (FGI) was conducted with local artists, cultural planners, and administrative practitioners to derive key components of cultural policy. Subsequently, the Analytic Hierarchy Process (AHP) was employed to analyze the relative importance and priority of each policy element. The results indicated that “building a communication foundation” was the most important factor, with “communication platform development” and “regular roundtable meetings” identified as the most critical subcomponents. Additional elements such as “localization of support programs,” “transparency and accessibility of support procedures,” “cultural sustainability,” and “creative space and infrastructure support” were also derived. This study is meaningful in that it presents an empirical policy design framework for the regional cultural foundation of Gunsan City in Jeollabuk-do by combining qualitative and quantitative methodologies, and it can serve as a reference for the construction of support systems in similar local cultural foundations.

본 연구는 군산문화관광재단의 설립 초기 단계에서 지역이 가지고 있는 특성과 지역의 수요를 반영한 문화예술 지원체계 구축 방안을 모색하고자 하였 다. 이를 위해 지역의 예술인, 문화기획자, 행정실무자들을 대상으로 포커스 그 룹 인터뷰(FGI)를 진행하여 문화예술지원정책의 핵심 구성요소를 도출하였고, 계층적 분석법(AHP)을 통해 정책 요소의 중요도와 우선순위를 분석하였다. 연 구 결과 ‘소통기반 구축’의 중요도가 가장 높았으며, 소통기반 구축의 하위요소 인 ‘소통 플랫폼 구축’과 ‘정기 간담회 운영’이 핵심 요소로 평가되었다. 이 외 에도 ‘지원사업 지역 특성화’, ‘지원절차 투명성 및 접근성’, ‘문화 지속가능성’, ‘창작공간 및 인프라 지원’ 등의 요소가 도출되었다. 본 연구는 정성적 방법과 정량적 방법론을 결합하여 구체적인 전북특별자치 도 군산시 지역문화재단의 정책설계 방향을 실증적으로 제시하였다는 점에서 의의를 지니며, 향후 유사한 기초문화재단의 지원체계 구축에 활용 가능한 기 초 자료로 기여할 수 있을 것이다.
