This study was conducted to establish an advanced rally and protest culture in Korea by finding out what logic is hidden in the conflicts and clashes that occur for each variable, focusing on the behavior of citizens, police, and participants in assembly and demonstrations at the site of assembly, and what are the ways to resolve them. In order to achieve the purpose of this study, conducted an empirical analysis to identify the degree of difference in perception among the general public, the police, and the participants of the rally and demonstration. In order to analyze the difference in the level of awareness of the general public, the police, and the participants of the rally and demonstration through the survey, basic statistics analysis, t-test, and analysis of variance (ANOVA) were conducted through the SPSS Statistics 20.0 program. Therefore, this study proposes various systems and methods on the importance of securing the credibility of the police, establishing compliance with the law of assembly and demonstrations, strengthening the legal system of assembly and demonstrations, and responding to them as a way to establish a desirable culture of assembly and demonstration. Lastly, he concluded by making policy recommendations on how to raise awareness of assembly and protests, manage crowds, manage traffic for assembly, and manage noise from assembly and demonstrations based on his on-the-ground experience while working as a police officer for the establishment of a democratic rally and protest culture in Korea.

본 연구는 집회ㆍ시위 현장에서 시민과 경찰 그리고 집회ㆍ시위 참여자의 행태를 중심으로 각각의 변수 별로 발생하는 갈등과 충돌에는 어떤 논리가 숨어있고 이를 해결하기 위한 방법이 어떤 것이 있는지를 연구모형과 가설을 통해 밝히고, 이를 토대로 개선방안을 찾아 우리나라의 선진 집회ㆍ시위 문화의 정착을 위해서 실시하였다. 집회ㆍ시위와 관련하여 발생한 쟁점 사안에 대하여 일반시민, 경찰, 집회ㆍ시위 참여자 간에 발생하는 인식의 차이가 어떻게 형성되고 있는지 실증분석을 하였다. 설문을 통해 일반시민과 경찰, 집회ㆍ시위 참여자의 인식 정도 차이를 분석하기 위해 SPSS Statistics 20.0 프로그램을 통해 기초통계량 분석과 t-test, 분산분석(ANOVA)을 실시하였고 도출된 결과를 토대로 바람직한 집회ㆍ시위의 문화 정착을 위한 방안으로 경찰의 신뢰성 확보와 집회ㆍ시위의 준법성 확립, 집회ㆍ시위의 법제도의 강화와 경찰 대응의 중요성에 대한 여러가지 제도와 방법을 제시하였다. 마지막으로 한국의 민주적 집회ㆍ시위 문화의 정착을 위한 집회ㆍ시위의 인식개선과 인파관리 방안, 집회ㆍ시위의 교통관리 방안, 집회ㆍ시위의 소음관리 방안을 경찰 재직시 현장의 경험을 바탕으로 한 정책 적 제언을 하면서 마무리하였다.
