The purpose of this study is to derive a plan to utilize private investment centered on an urban regeneration recognition system in which the private sector can participate in order to revitalize the local economy through strategic promotion of urban regeneration in Korea. To this end, we analyzed the case of Japan, which implemented an urban regeneration certification system while experiencing a crisis of local extinction along with population decline, low birth rate, and aging population ahead of our country. In addition, we aim to analyze the current recognition system for urban regeneration in our country and suggest implications. As a result of the analysis, first, a downtown revitalization council was launched, comprised of various entities including administration, private companies, and resident experts. Second, when planning urban regeneration projects, we actively solicited the opinions of the downtown revitalization council in advance and encouraged private sector participation to ensure that projects were promoted through public-private cooperation. Third, each local government set key performance indicators(KPI), which are quantitative target indicators, and reflected the progress of the project and the status of improvement in the target achievement criteria through self-evaluation. Fourth, it was found that incentives such as special cases, deregulation, tax benefits, and financial support were provided to encourage active participation of the private sector in urban regeneration projects.

본 연구는 우리나라 도시재생의 전략적 추진을 통해 지역경제를 활성화하기 위한 방안으로, 민간이 참여할 수 있는 도시재생 인정제도에 주목하여 민간투자 활용 전략을 도출하는 것을 목적으로 한다. 이를 위해 인구감소, 저출산, 고령화로 인한 지방소멸 위기를 우리나라보다 먼저 겪고, 이에 대응하여 도시재생 인정제도를 시행한 일본의 사례를 분석하였다. 또한, 우리 나라의 도시재생 인정제도에 대한 현황을 분석하고 이를 통해 시사점을 도출하였다. 분석 결과는 다음과 같다. 첫째, 행정기관, 민간기업, 지역 주민, 전문가 등 다양한 주체로 구성된 ‘중심시가지활성화협의회’가 출범하였다. 둘째, 도시재생사업 기획 단계에서 중심시가지활성 화협의회의 의견을 사전에 적극 수렴하고, 민간의 참여를 유도하여 공공-민간 협력 기반의 사업 추진이 이루어지도록 하였다. 셋째, 각 지방자치단체에서는 핵심성과지표(KPI)와 같은 정량적 목표지표를 설정하고, 이를 바탕으로 자체평가를 통해 사업의 진행 상황과 목표 달성 수준을 지속적으로 점검하였다. 넷째, 민간 부문의 적극적인 참여를 유도하기 위해 특례 적용, 규제 완화, 세제 혜택, 재정 지원 등 다양한 인센티브가 제공되고 있는 것으로 나타났다.
