The neoliberal global order has facilitated not only the free movement of goods and capital but also large-scale migration, rendering migrant issues an urgent political and ethical concern across the world. Countries are increasingly grappling with cultural tensions and racial conflict, and South Korea is no exception. This study argues that “Korean racism” constitutes a key structural barrier to the consistent advancement of policies and institutional reforms that protect migrants’ rights. It traces the development of this racism along three interrelated axes—ethnonationalism, nouveau-riche nationalism, and colonial racial hierarchies—with its primary agents being “prior residents,” i.e., South Korean citizens. The study critically examines the collective self-interest of these dominant citizens as a systemic impediment to migrant justice, and seeks a Christian ethical response to this challenge. To this end, the study offers a reinterpretation of Reinhold Niebuhr’s Christian Realism. While Niebuhr acknowledged the tension between religious (unselfish) and political (just) morality, he ultimately dismissed religious ethics as naïve, leading to its exclusion from political compromise. This one-sided dialectic, critics argue, contributed to the delay of racial justice—most notably in Niebuhr’s limited engagement with the Black liberation movement of his time. In response, this study turns to Jacques Derrida’s concept of hospitality—particularly the contrast between unconditional and conditional hospitality, and between the Law (la loi) and laws (les lois) of hospitality—to develop a new conceptual framework: the “Post-Dialectical Dual Calling.” This framework separates the political vocation of Christian officeholders from that of Christian citizens, while maintaining a productive and unresolved tension between them. Such a structure allows for the prophetic role of individual citizens to remain a continuous force of critique and renewal within political life. Ultimately, the study proposes a Christian political-ethical methodology aimed at building more just and sustainable laws and institutions for the protection of migrants.

신자유주의 체제는 전 지구적 차원에서 물자와 자본의 자유로운 이동을 촉진했을 뿐 아니라, 대규모의 인구 이동을 동반하면서 전 세계적으로 이주민 문제가 중요한 정치적, 윤리적 쟁점으로 부상하게 만들었다. 그 결과 각국은 문화적 충돌과 인종적 갈등이라는 새로운 도전에 직면하고 있으며, 한국 사회 역시 예외는 아니다. 본 연구 는 한국 사회에서 이주민의 권리와 인권을 보장하기 위한 다양한 정책 및 제도적 개 혁이 반복적으로 가로막히거나 후퇴하는 구조적 원인을 ‘한국적 인종주의’에서 찾고자 한다. 이 인종주의는 국수주의적 민족주의, 졸부적 민족주의, 식민주의적 인종주의라 는 세 층위에서 형성·발전해 왔으며, 그 중심 주체로는 ‘선주민-대한민국 국민’이 작 동해 왔다. 본 논문은 이 선주민 주체의 집단적 이기주의가 이주민 인권의 확대를 구 조적으로 저해하는 요인임을 밝히고, 이에 대한 기독교 정치 윤리적 대응을 이론적으로 탐구하고자 한다. 이를 위해, 본 연구는 라인홀드 니버의 기독교 현실주의 (Christian Realism)를 비판적으로 재해석한다. 니버는 종교적 도덕(비이기성)과 정치 적 도덕(정의) 사이의 긴장을 인식하며, 현실 정치 속에서 타협을 가능케 하는 ‘합리 적 도덕’을 제시하였으나, 결국 종교적 도덕의 순진성을 핑계로 그것을 정치의 장에서 배제함으로써 정의 실현의 지연을 초래했다는 한계를 지닌다. 실제로 인권운동가들은 동시대에 일어난 흑인 해방 운동에 대해 니버의 적극적인 참여와 실천이 부재했음을 비판해 왔다. 이에 본 연구는 자크 데리다의 ‘환대’ 개념의 이중구조(‘무조건적 환대’와 ‘조건적 환대’, ‘환대의 법(la loi)’과 ‘환대의 법들(les lois)’)를 참조하여, 니버의 변증법 적 사고를 넘어서는 ‘탈변증법적 이중 소명’(Post-Dialectical Dual Calling)이라는 개 념을 제안한다. 이 개념은 기독교 직업 정치인과 기독교 시민의 소명을 분리하되 해 소되지 않는 긴장 속에서 이 둘의 관계를 새롭게 설정함으로써, 시민 개개인의 예언 자적 소명이 정치 현실에 대한 지속적 비판과 갱신의 동력으로 기능할 수 있는 가능 성을 열어준다. 궁극적으로 본 연구는 이주민을 위한 보다 정의롭고 지속가능한 법과 제도를 모색하는 기독교 정치윤리의 새로운 방법론을 제시하고자 한다.
